M.; Matuszewska, Dominika; Postupna, OlenaThe scientific novelty of the results presented in this article is to substantiate and expand the possibilities of using global and local geographic information systems (GIS) to assess the potential of renewable energy sources in Ukraine. GIS analysis focused on key resource parameters can help identify territories for development of renewable energy sources and assess of their possible technical potential, as well as the possibility of effective integration of technologies for the use of renewable energy sources in the energy sector of Ukraine. In this paper the possibilities for using geographic information systems to assess the potential of renewable energy sources in Ukraine are analyzed. The possibility of using the Global Atlas of the International Renewable Energy Agency (IRENA) to support planning of technologies for the use of energy from biomass is analyzed. The data can point to large-scale programs and applications in relation to key parameters (quality resources, transmission distance, population density, terrain and site protection), helping identify additional areas for development of renewable energy sources and give an approximate assessment of technical potential. It is determined that the software products of IRENA are able to support national and regional planning of renewable energy technologies, help establish the viability of future renewable energy facilities and help project developers identify and analyze promising facilities for the implementation of technologies using renewable energy. The application of geographic information systems of Ukrainian web resources (“UA MAP”) for assessing the potential of renewable energy sources and energy efficiency in Ukraine is been analyzed. The scientific novelty of the results lies in applying global and local GIS for comprehensive assessment of the potential and effectiveness of the use of regional non-traditional and renewable energy resources on the territory of Ukraine. This makes it possible to assess the possibilities of generating additional electric and thermal power for the needs of the regions of Ukraine using non-traditional and renewable energy sources. A comprehensive methodology for the use of GIS is proposed for assessing the potential of nontraditional and renewable energy sources at the regional level in Ukraine, taking into account energy, environmental and socio-economic factors affecting the placement of non-traditional and renewable energy facilities.Документ Biosafety in Ukraine as a socially significant national interest(Asociaţiunea Transilvană pentru Literatura Română şi Cultura Poporului Român - ASTRA, 2022) Grybko, O. G.; Chebotarev, Mykola; Hrabar, NataliiaThe study considers approaches to defining the essence of the “national interest” concept, taking into account its genesis and the presence of two approaches to its understanding – idealistic and realistic. It is established that the national interest can be called the goals and objectives of state domestic and foreign policy, the implementation of which ensures progressive democratic development, as well as safe living conditions and welfare of its citizens. For constructive and detailed research of the specified object special methods were used: sociological interrogation, analysis and synthesis, generalization, forecasting and modeling, formal-logical, comparative-legal etc. With the help of a systematic approach, structural-functional, comparative and institutional methods the conclusions of the article were formed. As part of the creative team for research, a sociological study was conducted on the implementation of national interests in Ukraine, which allowed to establish that the least guaranteed among the national interests by respondents consider ecological and biological safety. A number of factors have been identified that make the provision of biosafety a matter not of single country but many countries. In pursuance of one of the items of the Decision of the National Security and Defense Council of Ukraine “On challenges and threats to national security of Ukraine in the environmental sphere and priority measures to neutralize them”, a functional basis for biosafety is proposed, and an algorithm to identify and respond quickly to potential biological threats.Документ Civil competences of the head of a social institution as an important prerequisite for national security of the country(2021) Hren, L. An important mission is assigned by the state to the head of a social institution who has a high level of professional competence. Competence is a key concept that characterizes the quality of professional training of the head of a social institution, his readiness for social activities and is one of the important factors in improving the quality of social services in the state. The essential features of the state personnel policy confirm the need for high professional competence in public administration. Competence is a concept that logically comes from attitudes to values and from skills to knowledge. The head of a social institution must have formed civic competencies, which is a prerequisite for national security. Participation in international projects (for example, in the Swiss-Ukrainian project "Development of Civic Competences in Ukraine – DOCCU") aims to use the best international experience in the formation of civic competences, promotes awareness of educators, civil servants, local governments on democratic citizenship and human rights. The structure of civic competence of the head of a social institution, which contains cognitive, value and activity components. Such projects contribute to the creation of conditions for the head of a social institution to acquire skills of civil law activity, self-organization and self-government. Conclusions and prospects for further research. A number of reasons have been identified for which social technologies in public administration are becoming increasingly important, namely: 1) in the context of social development, under the influence of globalization, digitalization of public life and immanent network socio-economic links social management; 2) the socio-technological tools are growing rapidly, which allows us to hope today for its organic integration into the network of both social and information technologies of any type organizations; 3) the spread of modern information and communication technologies with their ability to influence the mass public consciousness. The results of decentralization reform in Ukraine are considered as an example of strategic changes in the organization of social life and the basis for the use of social technologies in local community management. The legal framework of Ukraine is viewed in terms of ensuring rights and freedoms of the internally displaced persons; it is accentuated on an internally displaced person’s obligation to fulfill the duties stipulated by the Constitution and laws of Ukraine; statistical data are supplied as to the number of internally displaced persons in Poltava area and the number of social protection workers whose work is linked with rendering quality social services to vulnerable categories of citizens including internally displaced persons (19 territorial social protection centers and 36 centers for rendering social services ensure servicing of 4.5 thousand internally displaced persons); it is proved that a characteristic feature of the social protection field in Poltava area is the systematic approach, owing to which the Complex program for social protection of the Poltava area population is implemented successfully. The economic benefits of digitization are insignificant. Digital policy provides a greater level of transparency in order to obtain its own benefits: the development of public-private partnerships, attracting investment in digital infrastructure, openness of digital governance. M.The article is dedicated to systemizing the principal methodological approaches to the issue of intercultural communication; it is proved that communication of any type is characterized by the following attributes: anthropological, social, encoding, procedural; typical definitions of communication are viewed: communication as transmission, communication as mutual understanding, communication as a means of influencing people through signs and symbols, communication as uniting (community formation) through language or signs, communication as interaction by means of symbols, communication as exchange in meanings between people with commonalities in perception, aspirations, and positions; communication as a component of the social process denoting group norms, exercising public control, distributing roles, achieving efforts coordination, etc. The notion of intercultural communication is defined as a science that studies the particulars of verbal and non-verbal communication in people pertaining to different national and language-and-cultural communities. Attention is driven to the notion of intercultural communication being an object of scientific developments in philosophy, psychology, culture studies, and pedagogy; the areas in training intercultural communication skills are outlined, namely international (at education institutions which train personnel for working abroad) and inter-ethnical (at schools where children of mixed ethnical origins are taught). V.The role of rural green tourism as one of the ways for agricultural production sustainable development is researched in this article; it is proved that rural tourism in Ukraine enhances development of villages’ infrastructure, enables popularizing the history, folklore, culture and traditions among the local citizens and on the global scale alike; it is also a cause for rural homesteads improvement and benefits the hosting families’ financial state. The following problem issues for rural tourism subjects are distinguished: organizational disjointedness, insufficient development of the basic and auxiliary infrastructure, not high enough service level, and lack in advertising and informing activity in promoting the relevant products and services. It is accentuated on regional offices for agriculture, local authorities and public organizations having great opportunities for green rural tourism development and influencing it significantly; microsocial and macro-social barriers are mentioned that impede this sector’s development. S.It is noted that the knowledge of mutual connection of the processes taking place in nature moves forward thanks to four great discoveries in natural science: discovery of the cell; law of conservation and transformation of energy; evolutionary teachings of Darwin and creation of a periodic system of elements by D.I. Mendeleyev. It is emphased that based on the use of industrial and domestic waste, there is a saving of huge state funds for purification of environmental pollution, preservation of humanity from abnormal natural pollution of environment (an environmental emergency on a global scale and a biological emergency originating from living creatures and organisms). It is proved that receiving from the environment of means of livelihood in necessary quantity, which were completely restored due to natural processes of biotic circulation, people returned to the biosphere what was used by other living beings for the activity. It is underlined that scientific research carried out by academic and sectoral institutions on environmental issues should be expanded; it is needed to ensure the development and implementation of scientifically sound environmental and economic standards that determine environmental requirements for economic activities.
