Системно-ціннісні засади управління інтегрованими програмами розвитку молочарства на основі моделювання

Abstract

На підставі виконаного аналізу стану молочарства та державних цільових програм його розвитку обґрунтовано потребу удосконалення інструментарію для управління цими програмами. Запропоновані науково-методичні засади управління технологічно інтегрованими програмами розвитку молочарства базуються на системно-ціннісному підході та імітаційному моделюванні. Обґрунтована концептуальна модель технологічно інтегрованої системи управління молочарством включає множину взаємопов‘язаних техніко-технологічних та організаційно-технічних підсистем, у кожній із яких формується цінність.On the basis of analysis and implementation of state programs of milk-trade development the need for the improvement of instruments to manage by these programs are grounded. The scientific and methodological principles of management by technologically integrated development programs of milk-trade development based on systematic and evaluative approach and simulation are proposed. Conceptual model of technologically integrated milk-trade management system includes a range of interconnected technical and technological, organizational and technical subsystems, in each of which the value is formed. System-value principles of configuration grounding of the technologically integrated milk-trade management system foresee next elements: reveal the cause-effect relation between its subsystems, content of input actions changes, options and resources for the operation of production subsystems. The identified systemic properties of individual subsystems of technologically integrated milk-trade management system are in the base of evaluation of value indices of subsystems functioning.
