Розвиток людського капіталу сучасної держави

Abstract

Головною проблемою економіки України на даному етапі її розвитку є непристосованість людського капіталу країни до умов сьогодення. Підсумовуючи основні визначення цієї категорії видно, що більшість дослідників головною рисою людського капіталу визначає сукупність знань (вмінь, навичок, освіти), інвестицій у здоров'я, мотивації, за допомогою яких людина здатна принести користь собі та іншим (оточуючим, власнику фірми, суспільству). Проте у сучасних роботах не визначено, які саме складові цієї категорії впливають на кінцевий результат – отримання доходу (прибутку), які з них здатні приносити позитивний результат, а які – негативний. Також слід визначити, які саме характеристики цього капіталу набувають все більшої актуальності у сучасному реальному і віртуальному світі, і як це все може вплинути на розвиток економіки нашої держави. Метою статті є побудова теоретичної моделі розвитку людського капіталу сучасної держави за допомогою визначення основних складових людського капіталу, що впливають на варіанти такого розвитку. В статті визначено, що існуючи моделі людського капіталу на даний час є вельми однобокими, адже вони розглядають людський капітал як набір здібностей (компетентності) у відриві їх застосування – відповідальності. Проте саме відповідальність дозволяє оцінити дійсну ефективність від використання (володіння) таким специфічним капіталом. Окремо визначені активи людського капіталу по двом цим головним його складникам.The main problem of Ukrainian economy on this stage of its development is the maladjustment of human capital of a country to the terms of present time. Summarizing basic determinations of this category it is clear that most researchers determine as the main line of human capital the totality of knowledge (abilities, skills, education), investments in health, motivations by means of that a man is able to bring a benefit to himself and others ( to the proprietor of firm, to society). However in modern works it is not defined certainly, which one constituents of this category influence on the end-point - receipts of a profit (income), which of them are able to bring a positive result, and which are negative. Also it is necessary to define, which one descriptions of this capital acquire all greater actuality in the modern real and virtual world, and how it all can influence on the development of economy of our state. The aim of the article is to construct a theoretical model of the modern state human capital development by means of basic constituents of human capital determination, that influence on the variants of such development. It is certain in the article that existing on this time human capital models are very one-sided, in fact they examine a human capital as set of abilities (competences) without discontinuing of their application - responsibility. However exactly the responsibility allows to estimate the actual efficiency from the use (possession) of such specific capital. Separately there are certain the assets of human capital for two of these main constituents.
