Витоки держави загального добробуту

Abstract

У статті розглядаються еволюції загальних теорій добробуту населення, опис і аналіз вже сформованих і функціонуючих різних моделей розподілу доходів у тому чи іншому суспільстві і головного організатора цього процесу – держави. Розглянуто історичні причини виникнення витоків добробуту, проаналізовано різноманітні точки зору видатних вчених на цю проблему у світі. Розкрито об'єктивний характер підвищення ролі держави в соціальній сфері індустріального суспільства, метою якого виступає не тільки боротьба з бідністю, а й підвищення рівня добробуту всього населення. У статті розширено і поглиблено знання про еволюцію загального добробуту населення. Доведено, що завдяки зусиллям із забезпечення добробуту, незважаючи на відмінності в історичному розвитку, системи соціального захисту більшості країн ЄС охоплюють майже всі соціальні ризики, такі як хвороба, старість, інвалідність, нещасні випадки на виробництві та ін. На прикладах наукових теорій представлені регулятори, якими є економічні, соціальні і правові інститути і механізми, для вивчення цього досвіду тими державами, які ще далекі від ефективного функціонування інституту обов'язкового соціального страхування і становлення розвиненого громадянського суспільства. Наявні сьогодні уявлення про індивідуальний добробут в конкретно-історичний період визначаються офіційними та науковими критеріями, нормами і нормативами такої соціально-економічної категорії, як якість життя. Доведено, що під «державою добробуту» розуміють комплекс економічних, фінансових, соціальних інститутів держави, що здійснює регулювання економічної та соціальної сфер з метою забезпечення повної зайнятості, високого рівня доходів і стабільних цін, а також реалізує програми соціальної допомоги вразливим верствам населення. Доведено, що в найбільш загальному сенсі "держава добробуту – це система політики, в якій відповідальність держави поширюється до відповідальності суспільства за добробут громадян, а її мета – надання всім членам суспільства юридичних, політичних, соціальних прав шляхом справедливого розподілу доходів".In the article it is considered evolutions of general theories of the population well-being, the description and analysis of the various models of income distribution being already formed and functioning in that or those society, and the main organizer of this process, that is, the state, Historical causes of the emergence of welfare sources have been considered, and various points of views of prominent scientists on this problem in the world have been analyzed. It is given the characteristic of the objective character of the state increasing role in the social sphere of the industrial society, the goal of which is not only to struggle with poverty, but also to improve the welfare of the entire population. In the article it is widen and made deeper the knowledge on the evolution of the general welfare of the population. It is proved that as the result of the efforts in order to provide with welfare, in spite of the differences in the historical development, systems of the social protection of the prevailing number of the EU countries include almost all social risks, such as illness, old age, disability, industrial accidents, and others. On the examples of scientific theories there are presented regulators , those which serve as economic, social and legal institutions and mechanisms for studying of this experience by those states that themselves are far from the effective functioning of the institution of compulsory social insurance and establishment of a developed civil society. The present day existing perceptions on the individual well-being in a specific historical period are determined by the official and scientific criteria, norms and standards of such socio-economic category as quality of life. It is proved that under "welfare state" it is understood the complex of the state economic, financial and social institutions , that carry out the regulation of the economic and social spheres with the aim of providing the full employment, high level of income and stable prices and also realize social assistance programs for vulnerable sections of the population. It is proved that in the most general sense, "the welfare state is a policy system in which the responsibility of the state extends to the responsibility of society for the welfare of citizens, and its purpose is to provide all members of society with legal, political and social rights through fair distribution of incomes".
