Аспекти проблеми генезису передбачення як функції управління в умовах глобалізації

Abstract

У статті аналізуються питання переважно інноваційного виробництва на шляху його стійкого розвитку; обґрунтовано необхідність в умовах глобалізації використання методів прогнозування та передбачення як результату розвитку функцій управління в сучасних умовах трансформації соціально-економічних систем. Акцентується увага на зростаючій потребі в прогнозах на тривалу перспективу і взаємопов'язаних із цим проблемах, що вимагають вирішення з урахуванням чинників гнучкості управління його пристосуванням до ситуаційної дії зовнішнього середовища. Прогнозування, передбачення і планування визначено нерозривними етапами єдиного процесу управління в сучасних умовах. Визначено передбачення як функцію управління, проаналізовано його зміст, етапи розвитку, функції та обґрунтовано основні характеристики комплексної системи передбачення.The case is made for the use of forecasting and prediction techniques in the context of globalization as a result of the development of management functions in the current context of the transformation of social and economic systems. Emphasis is placed on the growing need for long-term projections and related problems that need to be addressed, taking into account the flexibility of its management to adapt to the situational impact of the external environment. Forecasting, foresight and planning are defined by the inextricable stages of a single management process in today’s environment. Foresight is defined as a management function, its content, stages of development, functions are analysed, the main features of the integrated foresight system are justified. Scientific foresight as a management function in the context of globalization is a complex, integrated system that is based on: the results of basic research, discoveries; the emergence of definitions of new concepts and methods for the investigation of objects, taking into their future development; using all methods of stimulating intellectual cognitive activity based on the accumulation of intellectual capital of scientific knowledge, using intuition, fantasy, imagination as a reflection of objective reality in the human mind, as a process of superior, intelligent knowledge by nature; the ability to guess the truth using the practice and experience of earlier knowledge leading to a transition to a knowledge-based economy. The problem of improving management based on foresight is complex. The problem requires the involvement of many sciences: economics, mathematics, cybernetics, philosophy, ethics, as well as the efforts of different area of expertise and trained human resources with a high level of intellectual potential. The genesis of the foresight problem has passed the following stages of development: practical need for production activities to make extensive use of foresight as a function of the management of the development of a particular system, the object of the system; practical need to address the use of foresight as a management function for several diverse sciences that determine the level of development of the respective national economy; practical need to use foresight as a management function for all sciences without exception to improve management efficiency.
