Анотація
У статті розглянуті національні меншини як суб’єкти етнополітичного життя України. Указано на широкий спектр соціальних та політичних прав національних меншин згідно з чинним законодавством України, та
звернута увага на той факт, що на практиці недостатньо дієвих механізмів реалізації цих прав. Виділено три рівня розвитку національних меншин України: латентний, організаційний, політичний. Позитивний вплив на активність національних меншин здійснюють національно-культурні товариства України. Поряд із забезпеченням освітніх, культурних, інформаційних потреб, робота таких товариств сприяє росту політичної активності їх членів. Україна, обравши євроінтеграційний курс розвитку, актуалізувала в політичному полі проблему представництва національних меншин в органах влади та місцевого самоврядування, їх участі у соціальнополітичному житті держави. Автор звертає увагу на той факт, що з розвитком демократії діяльність національних меншин активізується, а отже, таким чином переходить у політичну площину, тому національні меншини розглядаються в статті як потенційно впливовий політичний фактор. За останні роки в Україні чітко простежується тенденція щодо активізації діяльності національних меншин, котрі виходять на арену суспільно-політичних відносин держави, й, окрім культурних, освітніх та релігійних інтересів, все активніше піднімають питання задоволення політичних інтересів та потреб. Це закономірне явище, характерне для усіх суспільств, однак його вирішення великою мірою залежить від рівня демократичності та сформованості громадянського суспільства.
The article considers national minorities as subjects of the ethnopolitical life of Ukraine. A wide range of social and political rights of national minorities is examined in accordance with the current legislation of Ukraine, special attention is paid to the fact that there are no effective mechanisms for realizing the rights guaranteed by law. The article identifies three levels of development of national minorities in Ukraine: latent, organizational, and political. The author notes the positive influence of national, cultural and public organizations on strengthening political activity of national minorities in Ukraine. Along with providing educational, cultural, information needs, the work of such societies contributes to the growth of political activity of their members - citizens of the state. Thus, there is a growing influence on the domestic policy in Ukraine of the ethnic enclave, which introduces some adjustments to the general course of development of civil society. Ukraine, having chosen the Eurointegration course of development, actualized in the political field the problem of representation of national minorities in government and local self-government bodies, their participation in the social and political life of the state. The author draws attention to the fact that with the development of democracy, the activity of national minorities is intensified, and consequently turns into a political plane, therefore national minorities are considered in the article as a potential factor of political influence. In recent years, Ukraine has clearly traced the trend of activating the activities of national minorities that enter the arena of socio-political relations in the state, and, in addition to cultural, educational and religious interests, increasingly raise the issue of satisfying political interests and needs. This natural phenomenon is also considered typical for the EU countries, but its decisions in Ukraine largely depend on the level of democracy and the formation of civil society.
