Анотація
Досліджено ризики в умовах пандемії COVID-19 для підприємств та економіки України, до яких відносять зовнішні та внутрішні ризики. Досліджено тематичний випуск Консенсус-прогнозу та здійснено аналіз оцінки ризиків для підприємств та економіки України на основі опитування експертів та молоді. Зазначено, що згортання діяльності підприємств України здатне спричинити руйнівні системні наслідки для національної економіки, а саме: спад ВВП та погіршення макроекономічних дисбалансів, дестабілізація банківської системи внаслідок неплатоспроможності суб’єктів підприємництва, збільшення безробіття, нарощення дебіторської та кредиторської заборгованості. Визначено основні заходи з підтримки діяльності українських підприємств з боку держави, серед яких реалізація антикризового Плану дій щодо підтримки підприємництва в умовах карантинних заходів та у період економічного відновлення, сприяння збереженню та розширенню ринків збуту для підприємств в умовах обмежень, впровадження заходів для недопущення корупційних зловживань, спрощення податкового адміністрування, стимулювання цифрових трансформацій.
The risks in the conditions of the COVID-19 pandemic for the enterprises and economy of Ukraine, which include external and internal risks, have been studied. It is noted that so far there is no effective mechanism for compensation of losses from quarantine restrictions to businesses and employees and, unfortunately, there is no clear vision of the implementation of anti-crisis strategy of economic development in such conditions. The thematic issue of the Consensus Forecast was studied and the risk assessment analysis for enterprises and the economy of Ukraine was carried out on the basis of a survey of experts and youth. It is noted that the curtailment of Ukrainian enterprises can have devastating systemic consequences for the national economy, namely: declining GDP and deteriorating macroeconomic imbalances, destabilization of the banking system due to insolvency of business entities, rising unemployment, increasing receivables and payables. It is noted that the impact of the COVID-19 pandemic on the development of processes for automation of production and implementation of digital technologies in Ukraine will be uneven. The main measures to support the activities of Ukrainian enterprises by the state are identified, including the implementation of the anti-crisis Action Plan to support entrepreneurship in quarantine and economic recovery, promoting the preservation and expansion of markets for enterprises in conditions of restrictions, implementation of measures to prevent corruption, simplification of tax administration, stimulation of digital transformations.
