Анотація
Дисертація на здобуття наукового ступеня доктора філософії за спеціальністю 051 - Економіка (05 - Соціальні та поведінкові науки). - Національний технічний університет “Харківський політехнічний інститут” Міністерства освіти і науки України, м. Харків, 2023. Роботу виконано на кафедрі «Економіки бізнесу і міжнародних економічних відносин» Національного технічного університету «Харківський політехнічний інститут» Міністерства освіти і науки України. У дисертаційній роботі представлені результати дослідження теоретичних та науково-методичних положень, а також розробки практичних рекомендацій щодо удосконалення процесів формування, управління та оцінювання економічної безпеки будівельного підприємства. Об’єктом дослідження є процеси розвитку методів оцінювання економічної безпеки будівельних підприємств. Предметом дослідження є теоретичні та методичні підходи, принципи та методи визначення економічної безпеки будівельних підприємств. Методичною та теоретичною базою дослідження є фундаментальні положення економічної теорії, методичні розробки та наукові праці провідних вчених з питань розвитку методичних засад оцінювання економічної безпеки будівельних підприємств. При вирішенні завдань дисертаційного дослідження застосовано сучасні загальнонаукові та спеціальні методи: методи аналізу, синтезу, узагальнення та порівняння - для уточнення сутності економічних категорій; системного 3 підходу - для систематизації показників впливу окремих груп стейкхолдерів на показники роботи будівельного підприємства; процесного та сценарного - при моделюванні алгоритму комплексного оцінювання економічної безпеки підприємства; статистичні та графічні - для аналізу сучасного стану та перспективи розвитку будівельної галузі в Україні; експертних оцінок - для виокремлення індикаторів та визначення їх впливу на стан економічної безпеки; структурно-логічного та економіко-математичного моделювання - для розробки методичних положень комплексного оцінювання рівня економічної безпеки будівельного підприємства; абстрактно-логічного - для теоретичних узагальнень результатів дослідження. У вступі обґрунтовано актуальність задач дослідження, наведено наукову новизну та сформовано практичне значення одержаних результатів. В першому розділі здійснено дослідження теоретичних аспектів формування системи оцінювання економічної безпеки будівельного підприємства. Проведено дослідження та аналіз поняття «економічна безпека будівельного підприємства», детально розглянуто визначення цього терміну та надано пропозиції по його уточненню. Проаналізовано основні підходи науковців до оцінювання економічної безпеки підприємства й визначено їх переваги, недоліки та обґрунтовано можливість їх застосування щодо оцінювання економічної безпеки будівельного підприємства. Досліджено різні види стейкхолдерів будівельного підприємства, які в цей час найбільшій мірі впливають на ефективність його роботи. Здійснено систематизацію зовнішніх та внутрішніх чинників економічної безпеки будівельного підприємства відповідно зовнішнього та внутрішнього середовища та поділу їх на корисні (можливості) та дестабілізуючі (загрози економічної безпеки). Досліджено галузеві особливості будівництва та виділено основні, що впливають на стан економічної безпеки підприємства. Обґрунтовано доцільність та об’єктивність застосування системного підходу під час дослідження економічної безпеки будівельних підприємств. У другому розділі досліджено сучасний стан та перспективи розвитку будівельної галузі в Україні. Визначена роль будівельної галузі як найважливішої складової економіки України яка має вплив на інші галузі. Виявлено та систематизовано зовнішні та внутрішні чинники економічної безпеки будівельного підприємства, запропоновано провести їх поділ на корисні (можливості) та дестабілізуючі (загрози економічної безпеки), що дозволяє більш точно визначати перспективи зміни стану економічної безпеки будівельного підприємства. Досліджено рівень впливу основних груп стейкхолдерів будівельних підприємств на рівень їх економічної безпеки. Розроблено методичний підхід до формування системи оцінювання економічної безпеки будівельного підприємства, який враховує чинники впливу окремих груп зацікавлених сторін та дозволяє визначати пріоритетність впливу стейкхолдерів на рівень економічної безпеки. Сформовано аналітико-практичний підхід до формування складових оцінки економічної безпеки підприємства, який передбачає використання синтетичного таксономічного показника, розрахунок якого ведеться на основі однорідних за рівнем значущості ознак підмножин даних – показників за складовими економічної безпеки будівельного підприємства: фінансовою, техніко-технологічною, кадровою, ринковою, правовою та екологічною. Сформовано інформаційно-аналітичне забезпечення комплексного оцінювання економічної безпеки будівельного підприємства, яке побудовано на системному поданні інформації та використанні принципів уніфікованості, системності, вирішення нових завдань, розвитку, сумісності, стандартизації, ефективності, єдиної інформаційної бази. Представлення інформаційної бази для оцінювання економічної безпеки підприємства у вигляді геометричної інтерпретації як простору з визначеною кількістю векторів надає можливість формування якісної інформаційної бази для оцінювання економічної безпеки підприємства. У третьому розділі розроблено методичний підхід до формування системи оцінювання економічної безпеки будівельного підприємства, який враховує чинники впливу окремих груп зацікавлених сторін та дозволяє визначати пріоритетність впливу стейкхолдерів на рівень економічної безпеки. Здійснено оцінювання впливу реалізації інтересів стейкхолдерів та чинників зовнішнього та внутрішнього середовища на економічну безпеку будівельного підприємства Запропоновано систему моделювання комплексного оцінювання економічної безпеки будівельного підприємства, яка базується на ресурсно-функціональному та процесному підходах, кількісних та експертних методах дослідження впливу стейкхолдерів, що дозволяє сформувати підґрунтя для економіко-прикладного інструментарію управління станом економічної безпеки підприємства. За результатами дослідження з’ясовано, що на рівень економічної безпеки досліджуваних будівельних підприємств найбільший вплив має ринкова складова, також значущими є фінансова та техніко-технологічна. Для проведення імплементації авторських розробок та досліджень проведено оцінювання економічної безпеки будівельних підприємств на базі вибіркової сукупності будівельних підприємств Харківської обл. Визначено основні особливості, що враховувалися під час отримання вибірки. Визначення комплексного інтегрального показника економічної безпеки будівельного підприємства проведено на прикладі підприємства-лідеру досліджуваній групі ПАТ «Трест Житлобуд-1». Наукова новизна проведеного дослідження полягає в розробці та обґрунтуванні теоретико-методичних положень та практичних рекомендацій щодо економічного оцінювання економічної безпеки будівельного підприємства. В дисертаційній роботі удосконалено визначення сутності та змісту поняття «економічна безпека будівельного підприємства», яке, на відмінну від усталених виокремлює залежність стану економічної безпеки від інтересів та взаємодії зацікавлених сторін, що дозволяє враховувати вплив сукупності функціональних, результуючих, структурних, процесних, стратегічних та комплексних ознак стейкхолдерів на рівень економічної безпеки будівельного підприємства. Здобувачем запропоновано систему моделювання комплексного оцінювання економічної безпеки будівельного підприємства, яка базується на ресурсно-функціональному та процесному підходах, кількісних та експертних методах дослідження впливу стейкхолдерів, що дозволяє сформувати підґрунтя для економіко-прикладного інструментарію управління станом економічної безпеки підприємства. Також удосконалено методичний підхід до формування системи оцінювання економічної безпеки будівельного підприємства, який враховує чинники впливу окремих груп зацікавлених сторін та дозволяє визначати пріоритетність впливу стейкхолдерів на рівень економічної безпеки. Набули подальшого розвитку методичні рекомендації щодо формування складових оцінки економічної безпеки підприємства, що в порівнянні з існуючим положенням передбачає використання синтетичного таксономічного показника, який розраховується на основі однорідних за рівнем значущості ознак підмножин даних – показників за складовими економічної безпеки будівельного підприємства: фінансовою, техніко-технологічною, кадровою, ринковою, правовою та екологічною. Набуло подальшого розвитку інформаційно-аналітичне забезпечення комплексного оцінювання економічної безпеки будівельного підприємства, яке в порівнянні з існуючими інформаційними системами, побудовано на системному поданні інформації та використанні принципів уніфікованості, системності, вирішення нових завдань, розвитку, сумісності, стандартизації, ефективності, єдиної інформаційної бази. Практичне значення одержаних результатів полягає в тому, що теоретичні, методологічні та методичні положення, висновки та рекомендації дисертаційної роботи доведені до рівня практичних розробок та впроваджені в діяльність підприємств: ТДВ «Житлобуд-2» (довідка №39/42 від 09.02.2023 року), ДП «Харківський автодор» (довідка №71 від 20.01.2023 року), ТОВ «НТМЕЦ «Екосистема» (довідка №127 від 20.12.2022 року) та у навчальний процес Національного технічного університету «Харківський політехнічний інститут» (акт від 30.01.2023 р.).

The methodological and theoretical basis of the research is the fundamental provisions of economic theory, methodological developments and scientific works of leading scientists on the development of methodological foundations for assessing the economic safety of buildings of their enterprises. When solving the problems of dissertation research, modern general scientific and special methods were applied: methods of analysis, synthesis, generalization and comparison - to clarify the essence of economic categories; systematic approach - to systematize the indicators of the influence of individual groups of stakeholders on the performance of a construction enterprise; process and scenario - when modeling the algorithm for a comprehensive assessment of the economic security of an enterprise; statistical and graphic - to analyze the current state of the construction industry in Ukraine ; expert assessments - to isolate indicators and determine their impact on the state of economic security; structural-logical and economic-mathematical modeling - for the development of methodological provisions for a comprehensive assessment of the level of economic security of a construction enterprise; abstract-logical - for theoretical generalizations of research results. In the introduction, the relevance of the research tasks is substantiated, the scientific novelty is given and the practical significance of the obtained results is formed. In the first section, a study of the theoretical aspects of the formation of a system for assessing the economic security of a construction enterprise is carried out. A study and analysis of the concept of "economic security of a construction enterprise" was carried out, the definition of this term was considered in detail and proposals for its clarification were provided. The main approaches of scientists to assessing the economic security of an enterprise are analyzed and their advantages, disadvantages are determined and the possibility of their application to assess the economic security of a construction enterprise is substantiated. Various types of stakeholders of a construction enterprise have been investigated, which at this time have the greatest impact on the efficiency of its work. Systematization of external and internal factors of economic security of the construction enterprise according to the external and internal environment and their division into useful (opportunities) and destabilizing (threats to economic security) was carried out. The sectoral features of construction are investigated and the main ones affecting the state of economic security of the enterprise are highlighted. The expediency and objectivity of applying a systematic approach in the study of economic security of construction enterprises is substantiated. The second section explores the current state and prospects for the development of the construction industry in Ukraine. The role of the construction industry as the most important component of Ukraines economy, which has an impact on other industries, has been determined. External and internal factors of economic security of a construction enterprise have been identified and systematized, it is proposed to divide them into useful (opportunities) and destabilizing (threats to economic security), which allows to more accurately determine the prospects for changing the state of economic security of a construction enterprise. The level of influence of the main groups of stakeholders of construction enterprises on the level of their economic security is investigated. Developed methodical approach to the formation of a system for assessing the economic security of a construction enterprise, which takes into account the factors of influence of individual groups of stakeholders and allows to determine the priority of stakeholders influence on the level of economic security. An analytical and practical approach to the formation of components of assessing the economic security of an enterprise has been formed, which involves the use of a synthetic taxonomic indicator, the calculation of which is carried out on the basis of homogeneous in terms of significance features of subsets of data – indicators for the components of economic security of a construction enterprise: financial, technical and technological, personnel, market, legal and environmental. Information and analytical support for a comprehensive assessment of the economic security of a construction enterprise has been formed, which is based on the systematic presentation of information and the use of the principles of uniformity, consistency, solving new problems, development, compatibility, standardization, efficiency, and a single information base. The presentation of the information base for assessing the economic security of the enterprise in the form of a geometric interpretation as a space with a certain number of vectors provides an opportunity to form a high-quality information base for assessing the economic security of the enterprise. In the third section, a methodical approach to the formation of a system for assessing the economic security of a construction enterprise has been developed, which takes into account the factors of influence of individual groups of stakeholders and allows determining the priority of stakeholders influence on the level of economic security. The impact of the realization of stakeholders interests and factors of the external and internal environment on the economic safety of the construction enterprise was assessed From the proposed system of modeling a comprehensive assessment of the economic safety of a construction enterprise, which is based on resource-functional and process approaches, quantitative and expert methods of studying the influence of stakeholders, which allows to form the basis for economic and applied tools for managing the state of economic security of the enterprise. According to the results of the study, it was found out that the market component has the greatest influence on the level of economic security of the studied construction enterprises, and financial and technical and technological components are also significant. To carry out the implementation of authors developments and research, an assessment of the economic safety of construction enterprises was carried out on the basis of a sample set of construction enterprises in Kharkiv region. The main features that were taken into account when receiving the sample are determined. The definition of a comprehensive integral indicator of economic security of a construction enterprise was carried out on the example of the leading enterprise of the studied group of PJSC "Trust Zhytlobud-1". The scientific novelty of the research is the development and justification of theoretical and methodological provisions and practical recommendations for the economic assessment of the economic security of a construction enterprise. In the dissertation work, the definition of the essence and content of the concept of "economic security of a construction enterprise " has been improved, which, in contrast to the well-established ones, distinguishes the dependence of the state of economic security on the interests and interaction of stakeholders, which allows to take into account the influence of a set of functional, resulting, structural, process, strategic and complex features of stakeholders on the level of economic security of construction enterprises. The applicant proposed systems in modeling a comprehensive assessment of the economic security of a construction enterprise, which is based on resource-functional and process approaches, quantitative and expert methods for studying the influence of stakeholders, which allows to form the basis for economic and applied tools for managing the state of economic security of the enterprise. The current approach to the formation of a system for assessing the economic security of a construction enterprise has also been improved, which takes into account the factors of influence of individual groups of stakeholders and allows to determine the priority of stakeholders influence on the level of economic security. Methodological recommendations for the formation of components for assessing the economic security of an enterprise have been further developed, which, in comparison with the existing provision, involves the use of a synthetic taxonomic indicator, which is calculated on the basis of homogeneous features of subsets of data – indicators for the components of economic security of a construction enterprise: financial, technical and technological, personnel, market, legal and environmental. Information and analytical support for a comprehensive assessment of the economic security of a construction enterprise, which, in comparison with existing information systems, is based on the systematic presentation of information and the use of the principles of uniformity, consistency, solving new problems, development, compatibility, standardization, efficiency, and a single information base, has been further developed.
