Анотація
В статье рассматриваются современные тенденции субсидиарности в сфере здравоохранения, анализируются отдельные аспекты реформирования систем управления и финансирования здравоохранения на примере предприятий стоматологической медицинской помощи населению Киевской области, разработаны предложения по формированию финансовых потоков при применении субсидиарности в здравоохранении, обоснована низкая мотивация работающих в повышении качества медицинского обслуживания и рационального использования ресурсов в государственных и коммунальных учреждениях здравоохранения.
The article considers the modern trends of subsidiarity in the health sector, analyses the specific aspects of reforming the management and financing of health care on the example of dental health care to the population of Kyiv region, proposals for the formation of financial flows in the application of subsidiarity in health care. The necessity of introduction of principles of subsidiarity in the health system in Ukraine, it justifies the conflict of interests of the community and state accountability for the implementation of the state policy on the protection of population health at the regional level and low motivation working to improve the quality of care and rational use of resources in state and communal health care institutions. Making decisions on organization of system of public health are taken in the main "far from citizens", which does not allow to guarantee the rights of citizens to skilled and timely, quality health care.
