Від 2014 року кафедра має назву "Педагогіка та психологія управління соціальними системами ім. акад. І. А. Зязюна", первісна назва – "Педагогіка та психологія управління соціальними системами".

Кафедра "Педагогіка та психологія управління соціальними системами" – перша та єдина в Україні кафедра серед технічних ЗВО України, яка цілеспрямовано займається проблемами лідерства та управлінської підготовки на різних рівнях освіти, створена 15 лютого 2000 року. Від 2000 року під керівництвом чл.-коресп. НАПН України, доктора педагогічних наук, професора Олександра Георгійовича Романовського функціонує наукова школа лідерства "Формування особистості лідера в науці, освіті, бізнесі", від 2015 року – Центр лідерства.

Кафедра входить до складу Навчально-наукового інституту соціально-гуманітарних технологій Національного технічного університету "Харківський політехнічний інститут".

У складі науково-педагогічного колективу кафедри працюють: 2 доктора педагогічних наук, 1 доктор наук з державного управління, 12 кандидатів педагогічних, 11 – психологічних, 2 – технічних, 1 – мистецтвознавства, 1– філософських, 1 – наук з державного управління; 5 співробітників мають звання професора, 21 – доцента.

Analysis of the level of labor potential development in higher educational institutions of Ukraine: competitiveness of university graduates

The article focuses on the possibility of using the criterion of competitiveness of domestic higher education institutions in the international labor market to analyze the level of development of labor potential of a particular university. In the article the relationship between the level of professional competence of future professionals and the quality of labor potential of universities which were involved in their formation and development. This article contains statistical information on the results of participation of Ukrainian university students in international student competitions, which the author used to characterize the quality of professional institutions in the field of competitiveness of future specialists. In addition, the article contains generalizations as for the possibility of usage the competitiveness feature level of graduates as an indicator (index) of the quality of university's labor potential.
Application of Geoinformation Systems for Assessment of Effective Integration of Renewable Energy Technologies in the Energy Sector of Ukraine

The scientific novelty of the results presented in this article is to substantiate and expand the possibilities of using global and local geographic information systems (GIS) to assess the potential of renewable energy sources in Ukraine. GIS analysis focused on key resource parameters can help identify territories for development of renewable energy sources and assess of their possible technical potential, as well as the possibility of effective integration of technologies for the use of renewable energy sources in the energy sector of Ukraine. In this paper the possibilities for using geographic information systems to assess the potential of renewable energy sources in Ukraine are analyzed. The possibility of using the Global Atlas of the International Renewable Energy Agency (IRENA) to support planning of technologies for the use of energy from biomass is analyzed. The data can point to large-scale programs and applications in relation to key parameters (quality resources, transmission distance, population density, terrain and site protection), helping identify additional areas for development of renewable energy sources and give an approximate assessment of technical potential. It is determined that the software products of IRENA are able to support national and regional planning of renewable energy technologies, help establish the viability of future renewable energy facilities and help project developers identify and analyze promising facilities for the implementation of technologies using renewable energy. The application of geographic information systems of Ukrainian web resources (“UA MAP”) for assessing the potential of renewable energy sources and energy efficiency in Ukraine is been analyzed. The scientific novelty of the results lies in applying global and local GIS for comprehensive assessment of the potential and effectiveness of the use of regional non-traditional and renewable energy resources on the territory of Ukraine. This makes it possible to assess the possibilities of generating additional electric and thermal power for the needs of the regions of Ukraine using non-traditional and renewable energy sources. A comprehensive methodology for the use of GIS is proposed for assessing the potential of nontraditional and renewable energy sources at the regional level in Ukraine, taking into account energy, environmental and socio-economic factors affecting the placement of non-traditional and renewable energy facilities.

Early school education is based on the principle of the visual aid, first introduced by J.A. Komensky, perceived to be the precursor of the medial education. His theory says that combining verbal input with pictorial and aural stimuli influences the senses and develops imagination, hich enhances the teaching process. The development of modern teleinformatics, with its unlimited possibilities of the global networks set - the internet, opened a field for new educational methods. The use of media and multimedia in everyday life, for the society often called knowledge-based or even media-based, has caused the necessity of introducing multimedia-based education. Its aim is to familiarize students with functioning of the media, its abilities and related risks. Among modern teaching tools, most attention deserve educational computer programs, including educational games and teaching platforms. Biosafety in Ukraine as a socially significant national interest

The study considers approaches to defining the essence of the “national interest” concept, taking into account its genesis and the presence of two approaches to its understanding – idealistic and realistic. It is established that the national interest can be called the goals and objectives of state domestic and foreign policy, the implementation of which ensures progressive democratic development, as well as safe living conditions and welfare of its citizens. For constructive and detailed research of the specified object special methods were used: sociological interrogation, analysis and synthesis, generalization, forecasting and modeling, formal-logical, comparative-legal etc. With the help of a systematic approach, structural-functional, comparative and institutional methods the conclusions of the article were formed. As part of the creative team for research, a sociological study was conducted on the implementation of national interests in Ukraine, which allowed to establish that the least guaranteed among the national interests by respondents consider ecological and biological safety. A number of factors have been identified that make the provision of biosafety a matter not of single country but many countries. In pursuance of one of the items of the Decision of the National Security and Defense Council of Ukraine “On challenges and threats to national security of Ukraine in the environmental sphere and priority measures to neutralize them”, a functional basis for biosafety is proposed, and an algorithm to identify and respond quickly to potential biological threats.

Civil competences of the head of a social institution as an important prerequisite for national security of the country

Social work is aimed at meeting the vital and social needs of man. An important mission is assigned by the state to the head of a social institution who has a high level of professional competence. Competence is a key concept that characterizes the quality of professional training of the head of a social institution, his readiness for social activities and is one of the important factors in improving the quality of social services in the state. The essential features of the state personnel policy confirm the need for high professional competence in public administration. Competence is a concept that logically comes from attitudes to values and from skills to knowledge. The head of a social institution must have formed civic competencies, which is a prerequisite for national security. Participation in international projects (for example, in the Swiss-Ukrainian project "Development of Civic Competences in Ukraine – DOCCU") aims to use the best international experience in the formation of civic competences, promotes awareness of educators, civil servants, local governments on democratic citizenship and human rights. The structure of civic competence of the head of a social institution, which contains cognitive, value and activity components. Such projects contribute to the creation of conditions for the head of a social institution to acquire skills of civil law activity, self-organization and self-government. Conclusions and prospects for further research. So, based on the above, we came to the following conclusions: - the level of formation of civic competencies of the head of the social institution is an indicator of his readiness to perform his professional duties; - civic competencies of the head of a social institution, based on the national interests of the state, are an important prerequisite for national security; - We see the introduction of the obligatory discipline "Formation of civic competencies of the future head of a social institution" in the educational program "Social work" as a promising direction of further research.

The paper presents a consistent comparative analysis of the leadership training concepts in the United Kingdom and Ukraine, based on the example of the University of Greenwich and the National Technical University "Kharkiv Polytechnic Institute". We define basic principles of leadership training at the Department of pedagogy and psychology of social systems management. Special attention is paid to the importance of implementing a synergetic approach in the training of modern managers-leaders. The highlighted similarities in leadership training in the UK and Ukraine are the synergistic approach, cluster approach, a focus on the personal traits development of future leaders.
