Abstract
У статті досліджено лідерство в публічному управлінні техногенними ризиками від військових атак на промислові об’єкти України як випереджальну функцію, що мобілізує інженерно-технічну експертизу швидше, ніж загроза каскадно реалізується після удару. Робота продовжує цикл досліджень кризового лідерства, розпочатий у попередній статті авторського колективу, і розширює його у вимір четвертого типу експертизи — інженерно-технічної, який доти залишався поза систематичним аналізом. На основі чотирьох українських кейсів 2022–2026 років — підриву Каховської гідроелектро-станції (6 червня 2023 року, із затопленням близько 600 км² і осушенням водосховища обсягом 18,2 км³), багаторічних обстрілів Авдіївського коксохімічного заводу (з 2015 до 2024 року як повчального прецеденту для всієї важкої промисловості зони бойових дій), серії атак на нафтобази (Шевченково, Кременчук, Балаклія, смт. Донець, Стрий) і ракетно-дронових ударів по залізничних вузлах Харкова, Дніпра, Запоріжжя і Чернігівщини —обґрунтовано концепт «випереджального кризового лідерства» як підкатегорію раніше введеного концепту кризового лідерства. Систематизовано двовимірну класифікаційну матрицю «тип промислового об’єкта × тип вторинної техногенної небезпеки» (5×5=25 клітинок) з реальним заповненням актуальними кейсами. Виявлено три інституційні розриви експертно-регуляторного контуру: відсутність формальної процедури випереджального розгортання академічної інженерно-технічної експертизи з НАНУ та технічних університетів у систему реагування ДСНС; неготовність нормативного середовища до «cold shutdown» небезпечних виробництв в умовах активних бойових дій; недостатня інтеграція оперативного інженерного нагляду залізничної інфраструктури з військовою логістикою ЗСУ. Стаття позиціюється як друга стаття циклу про кризове лідерство в умовах війни і відкриває напрямок типологізації нормативно-проєктної роботи з техногенної безпеки для післявоєнної регуляторної реформи.
The article examines leadership in public administration of technogenic risks from military attacks on industrial facilities in Ukraine as an anticipatory function that mobilises engineering-technical expertise faster than a threat cascades after a strike. The work continues the cycle of crisis leadership research initiated by the authors’ previous article and extends it into the dimension of the fourth type of expertise —engineering-technical —which had remained outside systematic analysis. Drawing on four Ukrainian cases of 2022–2026 — the demolition of the Kakhovka Hydroelectric Power Plant (6 June 2023, with flooding of approximately 600 km² and draining of the reservoir of 18.2 km³), the multi-year shelling of the Avdiivka Coke and Chemical Plant (from 2015 to 2024 as an instructive precedent for the entire heavy industry of the combat zone), the series of attacks on oil depots (Shevchenkove, Kremenchuk, Balakliia, Donets, Stryi), and missile-drone strikes on railway junctions in Kharkiv, Dnipro, Zaporizhzhia and Chernihiv oblast —the concept of "anticipatory crisis leadership" is substantiated as a subcategory of the previously introduced concept of crisis leadership. A two-dimensional classification matrix "type of industrial facility × type of secondary technogenic hazard" (5×5=25 cells) is systematised with real-case filling. Three institutional gaps in the expert-regulatory contour are identified: the absence of a formal procedure for the anticipatory deployment of academic engineering-technical expertise from the National Academy of Sciences of Ukraine and technical universities into the State Emergency Service response system; the unpreparedness of the regulatory environment for "cold shutdown" of hazardous productions under active combat conditions; insufficient integration of operational engineering oversight of railway infrastructure with the military logistics of the Armed Forces of Ukraine. The article positions itself as the second paper of the cycle on crisis leadership in wartime and opens a direction of typologising normative-design work on technogenic safety for post-war regulatory reform.
