Abstract
Статтю присвячено дослідженню інклюзивних туристичних програм як інструменту формування адаптивної туристичної політики України в умовах становлення безбар’єрного суспільства та післявоєнної трансформації соціально-економічного простору. Обґрунтовано, що доступність у туризмі має розглядатися як властивість цілісного маршруту та сукупності взаємопов’язаних послуг, а не як характеристика окремого об’єкта. Методологія дослідження базується на комплексі загальнонаукових і спеціальних методів, зокрема: метод аналізу та синтезу, інституційний аналіз, програмно-цільовий підхід. Для формування релевантної джерельної бази нормативно-правових актів в сфері інклюзії було використано інструменти штучного інтелекту (ChatGPT). Усі використані покликання перевірено на доступність і відповідність зазначеним документам, що забезпечує достовірність інформаційної бази дослідження. У результаті проведеного аналізу виявлено тенденцію переходу від адаптації окремих об’єктів до просторово-маршрутного підходу, що передбачає забезпечення доступності всього ланцюга туристичної взаємодії – від отримання інформації та планування поїздки до користування послугами й отримання зворотного зв’язку.Визначено, що ефективність адаптивної туристичної політики значною мірою залежить від наявності верифікованих даних про доступність об’єктів і маршрутів, розвитку системи моніторингу, а також концентрації ресурсів на функціонально пов’язаних «коридорах доступності». Запропоновано включати до регіональних і міських програм туризму «паспорт інклюзивності дестинації» як інструмент планування та оцінювання результативності. Обґрунтовано доцільність застосування системи індикаторів, що охоплюють частку доступних засобів розміщення, рівень верифікації інформації, інтегральний індекс доступності та динаміку його змін. Інклюзивні туристичні програми виступають ключовим механізмом переходу від декларативної політики безбар’єрності до її практичної реалізації через узгоджений цикл «планування – реалізація – оцінювання – коригування». Інклюзивність у туризмі доцільно розглядати як багатовимірну управлінську категорію, що охоплює фізичні, інформаційні, цифрові, сервісні, інституційні та психоемоційні аспекти взаємодії туриста з дестинацією.
The article is devoted to the study of inclusive tourism programs as a tool for forming an adaptive tourism policy of Ukraine in the context of the formation of a barrier-free society and the post-war transformation of the socio-economic space. It is substantiated that accessibility in tourism should be considered as a property of a holistic route and a set of interconnected services, and not as a characteristic of a separate object. The research methodology is based on a complex of general scientific and special methods, in particular: the method of analysis and synthesis, institutional analysis, program-targeted approach. Artificial intelligence tools (ChatGPT) were used to form a relevant source base of regulatory legal acts in the field of inclusion. All references used were checked for accessibility and compliance with the specified documents, which ensures the reliability of the research information base. The analysis revealed a trend of transition from the adaptation of individual objects to a spatial-route approach, which involves ensuring the accessibility of the entire chain of tourist interaction - from obtaining information and planning a trip to using services and receiving feedback. It was determined that the effectiveness of adaptive tourism policy largely depends on the availability of verified data on the accessibility of objects and routes, the development of a monitoring system, as well as the concentration of resources on functionally related “accessibility corridors”. It is proposed to include a “destination inclusion passport” in regional and city tourism programs as a tool for planning and assessing effectiveness. The feasibility of using a system of indicators covering the share of accessible accommodation facilities, the level of information verification, the integral accessibility index and the dynamics of its changes are substantiated. Inclusive tourism programs are a key mechanism for transitioning from a declarative policy of barrier-free travel to its practical implementation through a coordinated cycle of “planning - implementation - evaluation – adjustment”. Inclusivity in tourism should be considered as a multidimensional management category that encompasses physical, informational, digital, service, institutional and psycho-emotional aspects of the tourist's interaction with the destination.
