Інноваційні моделі та технології формування комунікативної культури соціальної роботи

Abstract

У статті досліджено інноваційні моделі та технології формування комунікативної культури соціальної роботи, що є ефективним інструментом у формуванні інноваційних моделей та технологій комунікативної культури соціальної роботи: модель «Соціальний працівник як комунікативний навігатор», технологія побудови «Комунікативних мостів» між громадою та органами місцевого самоврядування, медіаційні та переговорні технології. Обґрунтовано принципи емпаверменту (розширення можливостей) та координації моделі «Соціального працівника як комунікативного навігатора», що має на меті подолання відчуженості та безпорадності клієнта перед системою, перетворивши його з пасивного одержувача послуг на активного суб’єкта, здатного розуміти, використовувати та впливати на соціальні інститути для захисту своїх прав та покращення життя. Наведено ключові функції «комунікативного навігатора», ними виступають: функція «перекладача» та дешифратора системи, функція логістичного координатора та супроводжувача, функція адвоката та представника інтересів; доведено, що реалізація моделі вимагає зміни системи нормування навантаження (перехід від кількості «обслугованих» до кількості «супроводжуваних складних випадків»). Розглянуто технологію побудови «Комунікативних мостів» між громадою та органами місцевого самоврядування, яка є практичним інструментом для реалізації комунікативного потенціалу соціальної роботи на мезо- та макрорівні; визначено етапи побудови «комунікативного мосту»; з’ясовано, що для реалізації цієї технології необхідні спеціалізовані компетенції, що розвивають публічну складову комунікативної культури соціальної роботи. Наведено модель медіаційного процесу та технології переговорів у професійній практиці соціального працівника.The article explores innovative models and technologies for forming a communicative culture of social work, which is an effective tool in forming innovative models and technologies for a communicative culture of social work: the model "Social Worker as a Communicative Navigator", the technology for building "Communicative Bridges" between the community and local government bodies, mediation and negotiation technologies. The principles of empowerment and coordination of the "Social Worker as a Communicative Navigator" model are substantiated, which aims to overcome the client's alienation and helplessness in front of the system, transforming him from a passive recipient of services into an active subject capable of understanding, using and influencing social institutions to protect his rights and improve his life. The key functions of the "communicative navigator" are presented, they are: the function of "translator" and system decoder, the function of logistics coordinator and escort, the function of lawyer and representative of interests; it is proven that the implementation of the model requires a change in the load rationing system (transition from the number of "served" to the number of "complex cases accompanied"). The technology for building "Communication Bridges" between the community and local government bodies is considered, which is a practical tool for realizing the communicative potential of social work at the meso- and macro-levels; the stages of building a "communicative bridge" are determined. It was found that the implementation of this technology requires specialized competencies that develop the public component of the communicative culture of social work. A model of the mediation process and negotiation technology in the professional practice of a social worker is presented.
