Зазначено, що розвиток демократії на місцевому рівні є важливим з точки зору її зміцнення на загальнодержавному рівні. Аргументовано важливість розвитку демократії у взаємозв’язку з завданнями забезпечення економічного розвитку країни. Стаття розглядає три основні аспекти реформи. По-перше, докладно описуються територіальні зміни, зокрема формування об'єднаних територіальних громад на новій економічній основі та їхнє спрямування на збереження природних та соціально-економічних зв'язків. Другий аспект статті розкриває сутність фінансової децентралізації, яка дозволяє місцевим громадам отримувати більше коштів та самостійно визначати їхнє використання. Проведено аналіз доходів місцевих бюджетів у динаміці, співвідношенні з трансфертами з державного бюджету та структурою формування. Зазначено важливість розширення повноважень місцевих органів, їхнє включення в сфери охорони здоров'я, освіти та інфраструктурного розвитку обговорюються як ключовий елемент структурних змін. Стаття підкреслює важливість реформи з децентралізації для євроінтеграції, соціально-економічного розвитку та розвитку громадянської участі. Для підвищення ефективності розвитку місцевого самоврядування та залучення громадян до місцевого управління запропоновано використання таких механізмів як створення платформи діалогу, активізація демократичних інновацій через їх відпрацювання через фабрику інноваційних демократичних механізмів. Загальний висновок статті – реформа місцевого самоврядування в Україні сприяє розвитку демократії, актуалізує процеси демократичні процеси на місцевому рівні, спрямована на підвищення ефективності та відповідальності управління, що впливає на розвиток країни в ціломуThe article reveals the peculiarities of the development of local democracy in the conditions of the reform of local self-government implemented through decentralization. It was noted that the development of democracy at the local level is important from the point of view of its strengthening at the national level. The importance of the development of democracy in relation to the tasks of ensuring the economic development of the country is argued. The article considers three main aspects of the reform. First, territorial changes are described in detail, particularly the formation of united territorial communities on a new economic basis and their direction to preserve natural and socio-economic ties. The second aspect of the article reveals the essence of financial decentralization, which allows local communities to receive more funds and independently determine their use. An analysis of local budget revenues in terms of dynamics, correlation with transfers from the state budget, and the formation structure was carried out. The importance of expanding the powers of local bodies is noted, and their inclusion in the spheres of health care, education, and infrastructural development is discussed as a key element of structural changes. The article emphasizes the importance of decentralization reform for European integration, socio-economic development, and civic participation. To increase the efficiency of local self-government development and the involvement of citizens in local government, it is proposed to use such mechanisms as creating a platform for dialogue and activating democratic innovations through their implementation through the factory of innovative democratic mechanisms.
