Abstract

Standard optimization techniques can not cope with the problems of certain needs of the freight cars due to the fact that not many of the parameters are stable production programs and plans of cargo. The basic question of drawing up the schedule of the production car-building enterprises or training wagon train operators to load for a short period of each scheduled for release nomenklatura positions leave wagons rolling. The model determine the needs of rolling stock, which is built as a two-stage stochastic programming model of the railway network of Ukraine, taking into account, in contrast to the existing, lack of rolling stock or surplus in the decline of freight traffic.
