S.; Lola, Yu.The cognitive model of regulating educational migration is constructed on the basis of an oriented graph-structured scheme of causal relations between system elements. This model, in contrast to others, combines factors, taking into account their interaction, leaving, and the educational conditions of foreigners, which in balance lead to educational migration. This model also determines the effects for the country, region, university, and individual migrants. The cognitive model is the basis for developing a set of scenarios. Scenario modeling allows for the identification of possible variants for the development of a situation, ways and mechanisms of influencing the situation in order to achieve the desired results and avoid undesirable consequences, and the development of a set of measures to influence the situation. Each scenario is characterized by the initial data, the influence of management, and the obtained result. Thus, all possible variants of system development are considered and the optimal management strategy is chosen to achieve the desired goals. Three core scenarios of development (optimistic, realistic, and pessimistic) were obtained on the basis of the cognitive model of educational migration regulation. Given these scenarios, methodological recommendations can be formulated on the regulation of educational migration in order to attract educational migrants to Ukraine from foreign countries. This will promote the interests of the social, economic, political, and demographic development of the country. The implementation of the proposed measures to regulate educational migration will facilitate the integration of domestic education and science into the global system, improve the quality of education and its competitiveness in international markets for educational services, increase income, and offset the negative effects of Ukraine’s demographic decline.Документ Diversification of market for the ukrainian gas turbine building as a key factor of production stabilization in the modern context(НТУ "ХПІ", 2015) Chernova, L. In addition to the existing markets, in which the products of the above enterprise are present, the prospective alternatives for penetration into the world markets are discussed, as well as participation in the domestic market with consideration for the required diversification not only for SE ―Zorya‖-―Mashproekt‖ GTR&PC, but also for the whole gas turbine industry of Ukraine.Документ Modified moving-average method in problems of short-term forecasting of technical and economic indicators in high-technology enterprises(НТУ "ХПІ", 2016) Kovalenko, I. I.; Chernova, L. S.This paper proposes a modified moving average method. The basis of the method is to find an effective average estimator on the basis of moving that consists of some subset of the elements of the average series. To improve accuracy of the obtained forecast values the averages test for efficiency at each step of moving is done by the resampling method. This method is actively used in technical and economic analysis, as it has a profound statistical justification. The obtained forecast error values are acknowledged as possessing "satisfactory accuracy" and "good accuracy". Accordingly, the modified method has advantages over other modifications of the moving average method. In future studies of the proposed method in different time series, for example, with so-called "suspicious", "outlier" values the new results can be obtained.Документ Use of Engines Manufactured by SE "Zorya"-"Mashproekt" GTR&PC for Renovation of the Gas Transportation System of "Ukrtransgaz" PJSC(НТУ "ХПИ", 2015) Chernova, L. S.The article observes potential participation of SE "Zorya"―"Mashproekt" GTR&PC in implementation of the program for renovation of Ukraine’s gas transportation system facilities. The mentioned state enterprise, as an originator of the method of compressor stations renovation by means of a heavy upgrading of gas pumping units, has a long experience of successful implementation of tens of such projects in the Russian Federation, Ukraine, Bulgaria. The examples and propositions for modernization of gas pipe-lines of "Ukrtransgaz" PJSC gas transportation sys-tem are set forth in the article.
