To this end, the authors of this article considered the concept of information countermeasures and its impact on the organization of managerial activities of officials. In the course of the study it was established that the leadership of many countries of the world developed the concepts of information wars, taking into account the information vulnerabilities of the conflicting parties, practical implementation of these concepts is carried out through information (information-psychological) operations. The analysis of the military-political leadership views of some developed states of the world on information warfare showed that it has three components: information, technical (information operations), and information-psychological (information-psychological operations). As a result of the study conducted by the authors of this article, it is proposed to adjustthe regulatory documents and to take into account additional destructive factors for the organization of managerial activities of officials, namely, information countermeasures. Also, the authors of the article proposed to change the system of management training, with the purpose of training the latter to make correct and deliberate decisions in the context of information confrontation.Документ Analysis of technical characteristics of the network with possibility to self-organization(Національний технічний університет "Харківський політехнічний інститут", 2018) Nalapko, O.; Shyshatskyi, A.At present, wireless technology is widely used in our everyday life and in military networks. In the sources, in the future, their percentage will only increase, according to an the analysis conducted. In this article, the analysis of technical characteristics and the classification of network routing protocols with the possibility of self-organization based on the main features of the organization and the mechanisms of the operation of the protocols. These mechanisms include the mechanism for updating route information, based on the method of storing route information, the topology of information organization and the use of protocols specific resources. The authors of the famous scientific papers in which the simulation was conducted do not fully describe the dependence of the influence of such criteria as the speed of the nodes, change of the network area, change of the number nodes in the network, change of the number of hops to the addressee to work routing protocols. The analysis of modern research directions in scientific editions and the tendencies of the development of routing protocols, analysis of routing protocols modeling data provided by the authors of the simulation was conducted. While the review of the simulation results, a description of the behavior of the protocols in different scenarios of modeling and commenting on the logic of the work of the protocols is carried out in accordance with the given classification, which subsequently makes it possible to determine the appropriate features of the protocols in accordance with the categories. Analysis of the advantages and disadvantages of network routing protocols with the ability to self-organization when changing the following criteria affecting the operation of protocols such as change the number of nodes in the network with the possibility of self-organization, the operation of protocols depending on the intensity of change in topology (speed of nodes), change the size of the area the network, which in turn also affects the number of nodes that redirect packets for delivery to the addressee. The dependence of the routing protocols on the use of higher level TCP and UDP protocols was also analyzed, where the coefficient of delivery of packets from the source to the addressee was analyzed. The main advantages and disadvantages of the main routing protocols of networks with possible self-organization that were considered by the authors of scientific works in modeling, such as AODV, DSDV, OLSR, and DSR, are highlighted. One of the ways to increase the noise immunity of military radiocommunication systems is to develop effective indicators, algorithms and methods for assessing the state of military radiocommunication systems. Nowadays, a large number of indicators for evaluating their effectiveness have been developed to evaluate military radiosystems, but their application is due to a number of limitations, that indicators with high precision are generally not used due to their high computational complexity, and those indicators having an acceptable computational complexity have low accuracy of evaluation. Therefore, in order to increase the protection of the security of military radio communication systems in the article, the authors developed a generalized indicator of the evaluation of the effectiveness of military radiocommunication systems. During the research, the authors of the article used the basic provisions of the theory of communication, mathematical statistics, management theory and the theory of tampering. The generalized indicator of the evaluation of the effectiveness of military radiocommunication systems developed in the work, allows to increase the noise immunity of military radiocommunication systems by increasing the speed of their state assessment. The carried out estimation of efficiency of the developed indicator allows to assert about its raisingon 15-22% efficiency in comparison with classical indices of power and spectral efficiency of systems of military radio communication. The main type of information support is military intelligence, and its basis is radio-electronic intelligence. During the analysis of the known scientific achievements in the direction chosen by the authors of the researchit was established that at present there is no general methodology for assessing the capabilities of the forces and devices of radio-electronic intelligence for the information (reconnaissance) availability of electronic intelligence sources that is suitable for the use in automation devices of various control units, which connects separate indicators of information accessibility in generalized on the basis of the use of modern intelligence-information models. The authors of this research conducted a methodology for assessing the availability of radio-emission sources by the devices of radio-electronic intelligence. In the course of the research, the authors used the basic provisions of the theory of radio-electronic intelligence, the theory of communication, the theory of electronic warfare, the theory of signals, and general scientific methods ofanalysis and synthesis. The technique developed by the authors makes it possible to evaluate sources of electronic intelligence from the point of view of the expediency of including in the outline the distribution of forces and devices for different conditions of the situation (stages of combat or operations), effectively manage the forces and devices of extraction and processing in the interests of solving radio-electronic intelligence tasks, and evaluate the degree of this efficie ncy. This technique, which is an integral part of the general methodology for the distribution of forces and intelligence, can be applied at the command posts (grouping of troops, military units) of electronic intelligence and will increase the efficiency of conducting searches of sources and objects of electronic intelligence, as well as the distribution of forces and resources for tasks, objects and sources. Inaddition, it can be used to assess the effectiveness of existing and promising devices and complexes of electronic intelligence and electronic warfare. In such circumstances, it is important to make the right decision-making appraisal apparatus, which will allow the officials of the system management bodies to be confident in the decisions made. Deciding to build a communications system at any level usually involves defining the purpose of its operation, selecting metrics and justifying the evaluation criteria, synthesizing alternative structures, and finding a rational option for deploying the communications system. The practice of the troops has convincingly shown that in the theory and practice of communications, there is a need to improve the scientific and methodological apparatus, which will meet the current conditions of operation of control systems and provide a more adequate assessment of the effectiveness of deployable communications systems. In this article, the authors propose a method for evaluating the effectiveness of the communication system of the operational troop grouping. The above method is based on the first time use of the communication system accessibility indicator. In the course of this research, the authors used the basic principles of communication theory, noise immunity theory and intelligence. The novelty of the proposed method is that the communication system operational troops grouping are estimated by generalized indicator of availability of channel resources and network communications system of the operational troops grouping. The practical value of the proposed methodology is that the methodology allows for a more accurate assessment of the communications system, the identification of deployment arrangements and measures to improve the effectiveness of the operational troops grouping.Документ The method of improving the efficiency of routes selection in networks of connection with the possibility of self-organization(2019) Kuchuk, N. G.; Mohammed, A.; Shyshatskyi, A.; Nalapko, O.One of the directions improving the efficiency of communication networks with the ability to self-organization is the choice of rational route information transmission from sender to recipient. In the course of the analysis it was established that the existing scientific approaches for forecasting the state of the routes have high computational complexity, which prevents them from predicting the state of the transmission routes in real time. Therefore, the authors of this research conducted a methodology for forecasting the time overload of data transmission routes in mobile radio networks of radio networks with the possibility of self-organization. As the basic mathematical device, the neural network of Elman was used based on the calculation of the network neuron potential. The essence of the proposed method is to decide on the search for new routes based on the predicted time of overloading data transmission routes in mobile radio networks with the possibility of self-organization. The proposed method allows to predict the time of overloading of data transmission routes in mobile radio networks with the possibility of self-organization by reducing the computational complexity of the neural network and application of the algorithm for training the neural network. It is advisable to use the proposed methodology in radio communication with programmable architecture by developing appropriate software, which will increase the efficiency of choosing a route of data transmission in radio communication networks with the ability to self-organize.
