In this paper we consider a system of support budgets of Russian regions and suggest ways to improve it, what will be an important stimulus to the development of the economic potential of the Russian Federation, as well as make a certain contribution to strengthening regional own revenue base budgets by maintaining a balance between different levels of budget system and reduce inequalities in the fiscal security areas.
