    Supporting entrepreneurship and investment by local governments: the polish experience for Ukraine

    The article presents the theoretical foundations of entrepreneurship and investment support by local governments and tools to support business in Poland. Thus, the author proposes to include business support tools in the following thematic groups: 1. Strategic planning, business development policy at the local level. Local authorities need to develop a business development strategy. This can be a separate document or part of the overall development strategy of the local community. Its implementation needs to be monitored regularly. 2. Creation of space and material and technical conditions for business development. This provides for the creation of economic zones, various business centers, or simply providing entrepreneurs with access to retail space. 3. Current cooperation and exchange of information with entrepreneurs. We are talking about informing about administrative procedures, regular meetings of local authorities with business, exchange of views, joint social or cultural initiatives, exchange of information with business institutions, etc. 4. Actions for the effective use of public funds (including the EU) for the development of entrepreneurship. Local authorities should attract external funding for business development projects, inform entrepreneurs about available grants, organize training and consultations, encourage business to joint projects, and create databases of projects co-financed from external sources. 5. Promotion of entrepreneurs and entrepreneurship on the ground. In this group you can specify many tools: presentation of business activity on the site of the local community, competitions or ratings of local entrepreneurs, honoring prominent businessmen, visits of local authorities to enterprises, organizing business fairs, cooperation with schools and local media, ties with twin cities for economic cooperation. 6. Coordination of actions aimed at entrepreneurs at the level of local administration. In this regard, it is necessary to introduce the position of the Commissioner for Cooperation with Business in the administration. Simultaneously with the position, it is necessary to conduct an audit of existing mechanisms for cooperation with entrepreneurs. 7. Providing information support for the implementation of local government policy of entrepreneurship and cooperation with entrepreneurs. Local authorities should create a database of local businesses, for example on the basis of issued building permits. It is necessary to constantly monitor the level of entrepreneurship, ie to update the database. Barriers to business development in Poland have been identified. After all, despite the rather positive state of the economy, Polish entrepreneurs are paying attention to the difficulties in conducting business. The results of a state-level survey since 2013 shows that barriers to business development are either administrative or fiscal.
