З 1961 р. у ХПІ видається збірник наукових праць "Вісник Харківського політехнічного інституту".
Згідно до наказу ректора № 158-1 від 07.05.2001 року "Про упорядкування видання вісника НТУ "ХПІ", збірник був перейменований у Вісник Національного Технічного Університету "ХПІ".
Вісник Національного технічного університету "Харківський політехнічний інститут" включено до переліку спеціалізованих видань ВАК України і виходить по серіях, що відображають наукові напрямки діяльності вчених університету та потенційних здобувачів вчених ступенів та звань.
Зараз налічується 30 діючих тематичних редколегій. Вісник друкує статті як співробітників НТУ "ХПІ", так і статті авторів інших наукових закладів України та зарубіжжя, які представлені у даному розділі.

    Management of archive and library institutions: expert evaluation of the quality of activities

    The use of information technologies in the practical activities of archival and library institutions is becoming more and more widespread. This actualizes the study of the issue of library and archive management and the implementation of quality management systems in the activities of libraries and archives. This problem is exacerbated by the current emergency situation in which archival and library institutions operate. Therefore, it is necessary to involve modern approaches to assessing the quality of library and archive management. The use of expert methods for evaluating multi-faceted systems has a long tradition. Expert assessment methods are used in various fields, in particular, during crisis situations of managerial and socio-economic problems, analysis and forecasting having a large number of social factors. The involvement of a number of methods of related disciplines, including interviewing, questionnaires, surveys, the Delphi method, brainstorming, conference of ideas, etc., contribute to the effective analysis of the management system of a scientific or educational institution. The implementation of the method of expert evaluations in the work of scientific institutions, in particular the archival and library direction, is especially relevant, since the problems of ensuring the quality of their activities are solved with the help of these methods. The quality of activity of the scientific and technical library and archive based on the involvement of experts from three groups was monitored. These are representatives of the teaching staff, researchers and students. The evaluation of such indicators as the process of quality information support of education and research was carried out; the process of reengineering and maximum automation; the process of providing library and archival services. As a result, the positive and weak points of the library and archive institution management were revealed. Based on the results of the analysis, the top management of archival and library institutions should set the new goals regarding the quality level of library and archival services provided, establish a strategy for increasing user satisfaction, assessing the suitability of the structure and resources for future development.

    Urban planning in Ukraine from the 19th to the early 20th century: integration of science and state management

    The research is dedicated to analyzing the process of urbanization, particularly the formation and development of cities in northeastern Ukraine at the end of the 19th and beginning of the 20th cen. Special attention is given to the city of Kharkiv and the activities of its mayor, Oleksandr Kostiantynovych Pohorelko (1848–1912). The importance of urban studies as a key direction of humanities research that determines the development of the nation, community, and state is justified. The main tasks faced by the city during that period, such as the municipalization of the economy and the expansion of the city’s rights to private property objects, are highlighted. The role of scientists and researchers, including D. I. Bahalii and M. F. Sumtsov, in promoting the modernization of the city through active participation in municipal authorities is discussed. As a result of the research, significant contributions of O. K. Pohorelko and his colleagues to the development and improvement of Kharkiv at the end of the 19th cen. are identified. The conclusions of the research emphasize the importance of combining scientific potential and civic activism for the implementation of infrastructure development projects in the city.

    Наукова школа електротехніки НТУ "ХПІ": до 100-річчя з дня застосування

    Досліджено початковий етап становлення наукової школи в галузі електротехніки Національного технічного університету «Харківський політехнічний інститут». З’ясовано роль професорів О. К. Погорєлко, М. П. Клобукова та М. Д. Пильчикова у становленні дисциплін електротехнічного профілю, створенні спеціалізованих лабораторій та формуванні матеріально-технічної бази для розвитку електротехнічних досліджень. Висвітлено наукову, організаційну та навчальну діяльність професора П. П. Копняєва зі створення електротехнічного факультету. Ним було організовано дипломне проєктування з електротехніки, що дало змогу вже у 1900 р. зробити перший випуск інженерів-електротехніків. П. П. Копняєвим було розроблено низку підручників та посібників з теорії і практики електричних машин, загальної електротехніки, електричних вимірювань, техніки високих напруг, які стали основою системи підготовки інженерів-електротехніків всіх українських закладів вищої освіти. На основі нових методологічних підходів до навчання ним було створено дієву систему підготовки інженерів-електротехніків. Відкритий за ініціативи вченого у 1921 р. електротехнічний факультет мав контингент понад 300 студентів. Створення Харківського електротехнічного інституту надало значний поштовх у розвитку вітчизняної електропромисловості. Крім підготовки фахівців науковці інституту проводили спільні наукові дослідження, організовували навчання для інженерів підприємств, проводили конференції, друкували наукові статті. Поступово в Харківському політехнічному інституті сформувалася потужна наукова школа в галузі електротехніки, що згодом набула розвитку, а її перспективні дослідження отримали світове визнання і стали окремими науковими школами.

    Punctured NCC codes for information protection in information and measurement systems

    During development and design of information-measuring systems, enabling to carry out collection, processing and transmission of information, one of the main problems is the choice of effective methods of information protection against defects in noisy communication channels. Effective use of frequency-time resources of information communication channels, as the most valuable part of the information transmission system, is the key to provide reliable delivery of transmitted messages. One of effective directions of reliability increase and information transfer reliability in information-measuring communication networks is implementation of methods and algorithms of noise-resistant coding, providing for detection and coping with errors, arising due to interferences in the communication channel. In this case, the choice in favor of one or another coding method depends on the information characteristics of the data channel. Parameters of the noise coder must be coordinated with the source of the message, the communication channel, as well as the requirements for the reliability of bringing information to the recipient. The problem of obtaining a wide range of codec parameters with simultaneous preservation of the unified macrostructure of the codec in communication systems causes the need for research on the development of adaptive algorithms for error information protection. In the article the research results of the characteristics of variable rate slot convolutional codes for adaptive coding/decoding in information-measuring systems of information transmission are proposed. Consequently, when creating communication networks, there is no need to use a large number of different codecs, even with completely different requirements to the code rate, channel rate and gain due to coding. In addition, there is a real opportunity to create terminal equipment, working on unified algorithms of protection against errors and access.
