Аналіз методів оцінки економічної ефективності заходів з теплопостачання у промисловості та житлово-комунальному господарстві України

Abstract

У роботі проведено аналіз методів оцінки економічної ефективності заходів з теплопостачання у промисловості та житлово-комунальному господарстві України. Досліджено сучасний стан та проблеми теплопостачання в Україні. Проведено аналіз методів оцінки економічної ефективності заходів з теплопостачання. Визначено, що економічний ефект може бути досягнутий від реалізації організаційно-технічних заходів щодо теплопостачання і визначається як різниця приведених витрат до і після реалізації цих заходів. Розглянуто докладно складові капітальних вкладень і експлуатаційних витрат.

In the article the analysis of methods of economic efficiency estimation of heat supple measures in industry and housing and communal services of Ukraine is carried out. The modern state and problems of heat supply in the Ukraine are investigated. It is marked that practically all of the heating systems, central thermal points, communal boiler rooms, buildings of the Ukrainian cities are created in the former Soviet Union and exhausted the operating resource. The analysis of methods of economic efficiency estimation of heat supply measures is carried out. It is defined that economic efficiency can be reached by using of technical-organizational measures on heat supply. The economical efficiency is determined as a difference of the current charges before and after realization of these measures. The components of capital investment and operational costs are considered. The capital investment includes charges for thermal networks, subscriber systems and thermal isolation. The operational costs include charges for a fuel, pumping-over of heat transmitter, thermal losses of the hot-water systems, proceeding in capital assets, major and current repairs.
