Abstract

The process of the highway operating was viewed, as a system, in the shape of "black box" model. Inbound and outbound parameters of the system were defined, that allow to make deeper analyze of links between individual elements, which form transportation and operating condition of roads. The process of highway initiation is viewed as a portfolio of company‘s projects, each of them is realized at a certain procedure, has own requirements for certain project phases, requires its own resources.
