Оцінювання ефективності реалізації економічного потенціалу аграрних підприємств галузі з урахуванням деструктивних чинників війни

Abstract

У статті досліджено методичні підходи до оцінювання ефективності реалізації економічного потенціалу аграрних підприємств України в умовах повномасштабної війни. Обґрунтовано, що традиційні статичні показники, як от площа земельного банку чи обсяг основних засобів, втратили свою релевантність. Деструктивні чинники, такі як фізичне руйнування активів, руйнування логістичних ланцюгів та дефіцит кадрів, системно атакують аграрний вартісний ланцюг. Наприклад, прямі збитки від знищеної сільськогосподарської техніки становлять $5,8 млрд, а від пошкоджених зерносховищ $1,8 млрд. Окрім того, значні площі земель залишаються замінованими, а дефіцит робочої сили сягає 30 39 % через мобілізацію та міграцію. Наголошено на необхідності переходу від оцінки наявних ресурсів до вимірювання динамічних спроможностей підприємств їхньої здатності до адаптації, стійкості та інноваційного реагування. The article examines methodological approaches to assessing the efficiency of the realization of the economic potential of Ukrainian agricultural enterprises in the context of a full scale war. It is substantiated that traditional static indicators, such as the size of the land bank or the volume of fixed assets, have lost their relevance. Destructive factors, such as the physical destruction of assets, the disruption of logistics chains, and personnel shortages, systematically attack the agricultural value chain. For example, direct losses from destroyed agricultural machinery amount to $5,8 billion, and from damaged grain storage facilities $1.8 billion. In addition, significant areas of land remain mined, and the labor shortage reaches 30 39 % due to mobilization and migration. Emphasis is placed on the need to transition from assessing available resources to measuring the dynamic capabilities of enterprises their ability to adapt, be resilient, and respond innovatively.
