Abstract
The issues related to the development of approaches to the evaluation of competencies and the measurement of training results at the levels of educational programs and individual educational components are discussed through the use of logical trees for the analysis of the relationship: competence - program training results - training results of educational components. As a result of the research it is established that the competence training model is built on the results of training in the context of the activity of internal quality assurance systems of higher education institutions should be aimed at ensuring the requirements of all stakeholders, namely: that the results of education are prescribed at the level of educational programs and educational components; can reach a certain level and be evaluated as a result of the use of controls at those stages in which they are planned. The proposed matrix for assessing the conformity of training results can be used as an effective tool for assessing the quality of training results at the stage of developing educational programs.
