Державна політика розвитку циркулярної економіки на засадах реверсивної логістики: концептуальні аспекти

Abstract

The article conducts research on the formation of conceptual aspects of the state policy of circular economy development on the basis of reverse logistics. It is substantiated that the whole world community is at the beginning of cardinal qualitative changes, which form global challenges for future socio-economic development due to the beginning of the movement to a new paradigm of reindustrialization and industrial recovery on a qualitatively renewed innovation-technological basis. Ensuring the sustainability of economic growth of the national economy and significant global development require not only the search for sectoral and territorial growth points, but also the formation of drivers that will contribute to the innovative integration of the whole country into the world space. Given the insufficient effectiveness of previously used approaches to stimula te economic growth through the activation of growth points in the short and long term, the greatest attention should be paid to the formation of drivers of innovation cooperation in the digit al economy on the basis of reverse logistics. It is proved that the civilizational tendencies of development and the transition to the fourth industrial revolution traditional directions of economic growth are transformed and new directions of economic growth appear, which increase the economic efficiency of production and create new spheres of economic activity. The consequence of these processes is systemic changes that occur in all spheres of public life, have a significant impact on the economy and business, including strategic and operational decisions. The model of formation of innovative cooperation in the conditions of circular economy on the basis of reversible logistics is offered. The state of indicators of innovative development in Ukraine in comparison with other countries of the world is considered. Indicators of indicators of innovative development of Ukraine indicate that it is necessary to actively enter the phase of innovative devel opment of Ukraine to improve its status in the international arena, and most importantly, to improve the pace of development of the national economy. The concept of logistics management of innovation cooperation in a circular economy is proposed, the essence of which is to systematize and scientifically substantiate the optimal directions and priorities of innovation cooperation, which is the basis of program results of state policy to support circular economy on the basis of reversible national logistics for sustainable development.
