dc.description.abstractThe problem of matching the data on the temperature of water in the liquid state, which is obtained by remote sensing, as a result of the radiation, and the water temperature measured by the conventional contact methods (thermodynamic temperature). Physical causes the formation of radiating skin-layer hydrosphere discussed in detail. It is proved that the cause of the formation of cold skin-layer is radiation, not evaporation, as previously thought. It was shown that skin - layer is continuously existing natural formation on the surface of the hydrosphere because it has a lower density (relatively low salinity, low temperature, especially frontier structure, high gas saturation through which water becomes more structurally ordered (quasi-crystalline) and lighter).en
