Розвиток земельного ринку в Україні і ціноутворення на землю

Abstract

У статті детально розглядається хід аграрної реформи в Україні, яка стала однією з найбільш дискусійних та водночас необхідних трансформацій у сучасній історії країни. Особливу увагу приділено комплексному аналізу передумов започаткування реформи, її основних завдань, стратегічних цілей та етапів впровадження, які значною мірою визначили вектор розвитку аграрного сектору на найближчі десятиліття. Автори висвітлюють історичний контекст, у якому розпочалася аграрна реформа, враховуючи як наслідки радянської політики колективізації, так і процеси земельного роздержавлення, що тривали у період незалежності України. Розкрито політичні та економічні чинники, які обумовили необхідність зміни моделі управління земельними ресурсами та переходу до ринкових відносин у сфері землекористування. Стаття узагальнює поточні результати впровадження аграрної реформи, підкреслюючи необхідність подальшого вдосконалення нормативно-правової бази, посилення державного контролю, впровадження ефективних механізмів підтримки дрібних землевласників та забезпечення соціальної справедливості у процесі розвитку ринку землі в Україні. The article provides a detailed examination of the progress of the agrarian reform in Ukraine, which has become one of the most debated yet necessary transformations in the country's modern history. Special attention is devoted to a comprehensive analysis of the prerequisites for initiating the reform, its main objectives, strategic goals, and stages of implementation, which have largely determined the development trajectory of the agricultural sector for the coming decades. The authors highlight the historical context in which the agrarian reform began, taking into account both the consequences of the Soviet policy of collectivization and the processes of land de-statization that continued during Ukraine’s period of independence. The article reveals the political and economic factors that necessitated a shift in the land resource management model and the transition to market-based land relations. The article summarizes the current results of the agrarian reform’s implementation, highlighting the need for further improvement of the regulatory framework, strengthening of state control, introduction of effective support mechanisms for small landowners, and ensuring social justice in the ongoing development of Ukraine's land market.
