Архітектоніка бюджетної системи України: інституційний аспект

Abstract

This article focuses on the institutional aspects of the budget system of Ukraine. The content of the budget system as a social and economic institution of the state, general public institution representation. The publication is considered architectonic institutional budget system from the standpoint of formal and informal institutions that determine the budget process, the effective management of public funds. Indicated that increasing the effectiveness of the functioning of fiscal policy requires consideration of transaction costs, and provide a basis for a decrease in transformational period. Please note that the institutional equilibrium involves, above all, a stable dynamic equilibrium, in particular, balance the budget system in the medium term. It is also important to create institutional conditions to optimize the budget system, establish an effective system of public finance. Determined that the effective implementation of the reform of the budgetary system as a prerequisite for economic institution should be the organization of public control over all participants in the economic process.
