Анотація
У статті досліджується, яким чином відбуваються поточні демографічні зміни, яке наукове переосмислення потрібне для вивчення цього не раптового явища у процесі старіння населення. Відстежуються статистичні дані ООН і неурядових організацій світу від сьогодення до 2050 року. Аналізуються зародки проблем майбутнього життя, коли кількість людей похилого віку зрівняється з кількістю дітей у світі. Зазначається, що світ знаходиться на початку змін всієї структури населення світу, яка буде стосуватися тривалості життя населення. Висвітлюється явище тривалості життя населення, зміни соціальних напрямків і вимог дотримування захисту населення похилого віку. Розкриваються теоретичні підходи, заходи, які можуть стати втіленими в організацію життя людей похилого віку у майбутньому, стати основою нової стратегії соціальної політики держави. Висвітлюються заходи держави на підставі нормативних актів, що безпосередньо спрямовані на допомогу і захист мало захищених верств населення, зокрема людей «поважного віку». Розглядаються Принципи ООН, які стали підґрунтям заходів нашої держави в реалізації стратегії людського розвитку на 2021-2023рр. Визначається основна мета надання соціальних послуг державою. Розкривається план заходів держави, де передбачено можливості і заходи для людей похилого віку і людей з обмеженими можливостями до 2027 року. Зазначається, що держава гарантує кожному ветерану праці та громадянину похилого віку належний рівень життя, задоволення різноманітних життєвих потреб, надання різних видів допомоги. Висвітлюються аргументи стосовно того, що кожна міжнародна угода є політичним компромісом, досягнутим під сильним політичним тиском. Визначається поняття «elder abuse», жорстоке поводження з літніми людьми, яке включає в себе не тільки різні види фізичного та психічного насильства, але й інші форми насильства. Висвітлюються характерні ознаки використання суспільством безпорадності й авторитету літньої людини.
It is examined in the article how the current demographic changes are taking place; what scientific rethinking is needed to study this not sudden phenomenon in the process of population aging. Statistical data of the United Nations and non-governmental organizations of the world from now to 2050 are tracked. The germs of future life problems are analyzed when the number of elderly people equals the number of children in the world. It is noted that the world is at the beginning of changes in the entire structure of the world's population, which will affect the lifetime of the population. The phenomenon of lifetime of the population, the changes in social directions and the requirements for the protection of the elderly population are highlighted. Theoretical approaches and measures that can be implemented in the organization of life of elderly people in the future and become the basis of a new strategy of the state's social policy are revealed. The measures of the state on the basis of normative acts, which are directly aimed at the assistance and protection of less protected strata of the population, people of "respectable age" in particular, are highlighted. The UN Principles, which became the basis of our state's measures in the implementation of the human development strategy for 2021-2023, are considered. The main purpose of providing social services by the state is determined. The plan of measures of the state, which provides opportunities and measures for the elderly and people with disabilities until 2027, is revealed. It is noted that the state guarantees every labor veteran and senior citizen an adequate standard of living, the satisfaction of various life needs, and the provision of various types of assistance. The statement that every international agreement is a political compromise reached under strong political pressure has been argumentated. The concept of "elder abuse", cruel treatment of elderly people, which includes not only various types of physical and mental violence, but also other forms of violence, is defined. Characteristic signs of using the helplessness and authority of an elderly person in society are highlighted.
