In the article presented the results of author's critical rethinking of the place and role of the state in managing of the development of institute of higher education as the institutional formation of society. Consideration of interdependence between State Institute and the Institutions of University, in the context of dialectics of their relationship and contradictions, made it possible for author to formulate conclusions in respect to the content of the main directions of subject’s of public administration influence on the Institutions of University.
