The publication is devoted to the peculiarities of forming sustainable development in accordance with the needs of small and medium-sized businesses. Traditionally, economic development was determined by basic indicators; a need arose to study sustainable development, both at the level of national economies and individual enterprises. There was a need for practical solutions. The article presents a comparative analysis of various definitions and approaches to their formation. It is emphasized that fundamental research can only be carried out with the support of the state and industry, which also contributes to the development of this area. It explores and demonstrates how global cooperation can contribute to a better understanding and use of the fundamental principles of sustainable development. It is sustainable development that allows us to shape ecosystems. The need to provide appropriate conditions for the development of entrepreneurial activity is emphasized. The effectiveness of management decision making is discussed and the need to use a proactive approach is determined. The focus of the paper is to provide a more advanced structure for SMEs and create a perspective for them to make the right decisions. Along with all targets, it aims to draw attention to Ukraine's energy security, efficiency problems, and some structural deficiencies and to further develop the energy sector with innovative solutions and examples from Europe. The main purpose of the organizing process is to combine the elements necessary for organizational success effectively and efficiently. While organizing function is carried out effectively, the staff will understand the roles and functions expected from him and understand the purpose of the organization. In this study, the authors developed a perspective on SMEs aiming to develop in the energy sector. The relevance of this problem is determined on the basis of the European concept of "Green U-turn", which is a logical continuation of the strategy "20-20-20" on the development of non-traditional renewable energy. The article proposes the use of a cluster approach to systematization, grouping and balancing general and specific factors that form the innovative susceptibility of Ukrainian enterprises to technologies of non-traditional renewable energy. The study is based on the expert information regarding stages of life cycles «production-consumptionutilization» of the various non-conventional renewable energy technologies, as well as the analytical information on publication activity as an important factor in the integral assessment of the priorities of energysaving technologies. The estimates are formed taking into account the data on a sample of enterprises in Ukraine. The results of the study will serve as the basis for the formation of appropriate organizational and managerial clusters that allow enterprises to create an innovative product and thereby increase their competitiveness, which is a powerful incentive for national and regional development. Design/methodology/approach – We used the general scientific methods of knowledge, conceptual tenets of the theory of market economy, abstract logical analysis and synthesis, induction and deduction, historical (to determine the nature and causes of bank investment in SMEs, refine categories and terms); formalization, systems analysis (to determine factors of investment banking, institutional and legal environment); statistical, retrospective analysis. The results of surveys conducted by the EBF on the issues of support and development of SMEs are used, own research of 120 Ukrainian SMEs, which was conducted during the period from January to July 2016. The nature of the research questions was reinforced by the decision to survey only SMEs. Independent reporting (from entrepreneurs or CEOs) was used to account for both business activity and the external sources of information. Findings – Policy initiatives should primarily be developed at the national level in the field of lending to SMEs based on the European experience and Ukrainian realities; it is necessary to develop an understanding of the need for access to certain types of information; SMEs are the main providers and the most valuable source of credit information. Research implications/limitations – When using the methods of calculation creditworthiness perhaps to take into account the methods for assessing the quality of management, the image of the enterprise, ISO certificates. Therefore, the enterprises, which plan to act on terms of social and ethical marketing, should monitor the social responsibility of consumers in the relevant markets. At the same time, special attention should be paid to the analysis of factors that prevent consumers from implementing their socially responsible intentions in the regions with a low level of social activity of consumers. The purpose of the article is to develop methodological guidelines that determine the tasks and directions of conducting empirical studies aimed at assessing the gap between the socially responsible intentions of consumers and the actual implementation of these intentions, as well as to identify the causes of this gap. An empirical survey of the sampled consumers in Kharkiv was carried out in terms of the proposed methodological provisions. It revealed a rather high level of respondents' willingness to support socially responsible enterprises and a rather low level of implementation of these intentions due to the lack of consumers’ awareness. To test the proposed methodological guidelines, an empirical study of the consumers’ social responsibility was conducted in 2017 on a sample of students and professors of the Semen Kuznets Kharkiv National University of Economics (120 people). Questioning of the respondents was carried out using the Google Forms. The finding allowed to make conclusion for existence of a high level of respondents' willingness to support socially responsible and socially active enterprises. However, the study also revealed the existence of a significant gap between the intentions and actions of consumers, caused by the lack of awareness.
