Гарантування кібербезпеки в умовах цифровізації соціальної сфери

Abstract

Розвиток інформаційно-комунікаційних технологій набуває все більших обертів у нашому сьогоденні, їх впровадження в усі сфери життя та цифровізація суспільного життя є невідворотним процесом, який притаманний роботі значній кількості сфер життя, в тому числі й соціальній. Разом з тим виникає питання захисту інформації та даних отримувачів публічних послуг – як соціальних, так і адміністративних послуг соціального характеру, – а поряд постає необхідність дотримання принципу прозорості роботи органів соціальної сфери, що ускладнює завдання гарантування кібербезпеки через неможливість "закриття" всієї інформації, яка надходить до соціальної сфери. У статті зроблено спробу розглянути вказане протиріччя. The development of information and communication technologies is gaining momentum in our current life, their implementation in all life spheres and the digitalization of public life is an inevitable process that is inherent in the work of a significant number of life spheres, including the social one. At the same time, the issue of protecting information and data of recipients of public services – both social and administrative services of a social nature – arises, and at the same time there is a need to adhere to the principle of transparency of the social sphere bodies' work, which complicates the task of guaranteeing cybersecurity due to the impossibility of "closing" all information that enters the social sphere. The article attempts to consider this contradiction.
