Інформаційний простір: сутність, зміст і функції

Abstract

У статті зроблено спробу уточнення сутності, змісту й функцій інформаційного простору, а також розглядаються його певні соціальні властивості, що зумовлені природою інформації й такі, які набуваються внаслідок перетинання основних складників соціального простору, до якого простір інформаційний входить як один зі складників і в результаті встановлення взаємовідносин і взаємодій основних структур суспільства – держави, громадянського суспільства й ринкової економіки. Наголошується на тому, що сутність інформаційного простору полягає в розповсюдженні інформації в певному складнику соціального простору в інтересах забезпечення динаміки процесів соціальної реальності, що поєднує за рахунок властивості транскордонності всі сфери людської діяльності, є провідником знань, інструментом спілкування та співробітництва, сприяє усталенню стереотипів мислення й моделей поведінки, що соціально сприймаються. Для визначення змістовності інформаційного простору мають ураховуватися суб’єктні характеристики процесів, що відбуваються в цій частині соціальної реальності та представляються окремими особистостями, групами людей і соціальними спільнотами, соціальними інститутами, соціальними організаціями та певної спрямованості соціальними структурами. Спектр інформаційних ресурсів, до яких долучаються ті чи інші суб’єкти, що є активними в інформаційному просторі, складається із засобів масової інформації, доменних ресурсів Інтернету, різного роду й призначення бібліотек. Функціонування інформаційного простору створює умови для реалізації його соціального призначення шляхом виконання інтеграційної, комунікативної, соціальної, геополітичної та актуалізуючої функцій. Пропонується розширити коло уявлень про функціональний спектр інформаційного простору за рахунок виокремлення функції – безпекової – як такої, що пов’язується саме з безпекою перебігу інформаційних процесів, стрімким зростанням їх значення для створення умов безпеки та їх підтримання в інтересах виключення можливостей виник-нення небезпеки різного роду й походження в усій різноманітності соціальної реальності.

An attempt to clarify the essence, content, and functions of the information space has been made in this article. Certain social properties of the information space have been considered as the ones, conditioned by the nature of information, and resulting from the intersection of the main components of the social space, to which the information space is one of the components, and conditioned by the interactions of the basic structures of society – the state, the civil society, and the market economy. It is emphasized that the essence of the information space is the dissemi-nation of information in a certain part of the social space in the interests of ensuring the dynamics of social reality, as it combines the cross-border nature of all spheres of human activity, acts as a conductor of knowledge, communication, and cooperation, promotion of the establishment of stereotypes of thinking and patterns of behavior that are socially perceived. To determine the content of the information space, the subjective characteristics of the processes occurring in this part of social reality and represented by individuals, groups of people and social communities, social institutions, social organizations, and a certain direction of social structures, should be taken into account. The range of information resources that are joined by certain entities, active in the information space, consists of the media, domain resources of the Internet, and libraries of various types and purposes. The functioning of the information space creates conditions for the realization of its social purpose by performing inte-gration, communicative, social, geopolitical, and actualizing functions. It is proposed to expand the range of ideas about the functional spectrum of information space by distinguishing the security function as the one associated with the security of information processes, the rapid growth of their importance for creating security conditions and maintaining them in the interests of eliminating the possibility of various dangers and origin in all the diversity of social reality.
