Abstract
The article addressed the identification and punishment of citizens, deprived of the right to vote, while individual cleansing 1930-1931, the Soviet apparatus. Special attention is given the analysis of moral accounting "pozbavlentsiv", their philosophy, behavioral psychology. Cleaning of the Soviet system, as a kind of repressive measures against "former people", was the process is extremely contradictory.
