Дослідження параметрів функціонування пожежно-рятувальних підрозділів міста Харкова на сучасному етапі для розробки програмного блоку "прогноз НС"

Abstract

Метою дослідження було проведення аналізу основних показників функціонування пожежно-рятувальних підрозділів (ПРП). Дослідження проводилося методами математичної статистики та системного аналізу. В ході проведення дослідження було виявлено, що: ПРПм. Харкова здійснюють в середньому 15 видів на виклики впродовж доби; найбільше виїздів зафіксовано у Дзержинському, Московському та Київському районах міста, які мають найбільшу кількість населення серед адміністративних районів Харкова, тобто спостерігається кореляційна залежність між кількістю населення в певному районі міста та кількістю викликів ПРП в ньому; середній час прибуття ПРП на виклик складає 9 хвилин, що не перевищує нормативні показники (<10 хвилин); найбільшу кількість викликів зафіксовано у серпні місяці, серед днів тижня у суботу та п'ятницю; впродовж доби найбільше викликів спостерігається у другій половині дня з 13:00 до 24:00 години, вночі та зранку викликів порівняно менше. Результати отримані в роботі в подальшому будуть використані для побудови програмного блоку "ПРОГНОЗ НС" для автоматизованої системи управління ОДС ОКЦ ГУ ДСНС України у Харківській області.

In recent years there has been a significant increase in the number of fires that accompanied the increasing number of visits to the challenges of operational outlets fire-rescue units. The result is increased pressure on operational and operational- dispatching service coordination center, as well as personnel of fire-rescue units. The aim was analyzing the performance of the basic fire-rescue units Kharkiv city, to develop a predictive model of emergency. The study was conducted by methods of mathematical statistics and system analysis. During the study it was found that: Fire and rescue units city Kharkiv carry an average of 15 visits to the challenges throughout the day; most trips recorded in Dzerzhinsky, Moscow and Kyiv city areas that have the largest population among the administrative districts of Kharkov, is there is correlation between the population in a certain area of the city and the number of calls fire-rescue units in it; the vast number of challenges associated with the aftermath of fires and explosions, as well as the provision of care for different reasons; the average arrival time of fire-rescue units of the call is 9 minutes, no more than standard rates (<10 minutes); the largest number of calls recorded in the month of August, days of the week on Saturday and Friday; throughout the day there is the greatest challenge in the afternoon from 13:00 to 24:00 hours, at night and in the morning call relatively less; 87% of calls serviced by personnel not exceeding two branches of fire-rescue units, and the most popular technique is to call fire tanker.
