Принципи та перспективи участі морської транспортної галузі України у міжнародній системі морських перевезень

Abstract

У статті проаналізовано сучасний стан та перспективи розвитку світових ринків морської діяльності. Для визначення перспективних напрямів морської діяльності запропоновано класифікацію ринків морської діяльності відповідно до стадій життєвого циклу судна та формулювання Морського профілю України. Визначено основні принципи державної транспортної політики у сфері інтермодальних та мультимодальних перевезень: взаємопов’язаності, ефективності, стійкості, доступності. Обґрунтовано необхідність розроблення стратегії розвитку інтермодальних та мультимодальних перевезень в Україні з визначенням ролі морського транспорту та взаємозв’язків з іншими видами транспорту. Обґрунтовано основні напрями входження на міжнародні ринки морських перевезень національних компаній країни, такі як розвиток коротких морських перевезень та автодоріг моря.

New approaches to the development of a state policy on the development of maritime transport in Ukraine should be oriented towards compliance with world standards and international transportation directions. The modern transport system should ensure smooth movement of goods across the country by optimal routes and delivery schemes, which involves the harmonious development of all modes of transport and an efficient system of cargo transshipment. The most developed in Ukraine are automobile and railway transport, however, according to the latest international trends, the most desirable is the development of water transport as the least costly and environmentally safe. The study focuses on the prospects and directions of the development of maritime shipping markets in Ukraine in the context of creating safe and efficient supply chains. The article analyzes the current state and prospects of development of world markets for maritime activities. In order to determine the promising areas of maritime activities, a classification of markets for maritime activities has been proposed in accordance with the stages of the vessel’s life cycle. It is proposed to use the concepts of the Sea Profile of Ukraine to determine the priorities of maritime development. The basic principles of the state transport policy in the field of intermodal and multimodal transportation. The necessity of developing a strategy for the development of intermodal and multimodal transportation in Ukraine with the definition of the role of maritime transport and interconnections with other modes of transport is substantiated. The main directions of Ukraine's entry into international markets of Ukraine's national shipping companies. The proposed approaches allow us to determine the directions of development of the maritime transport industry available to Ukraine, to use the maritime transport potential in uninterrupted supply chains, which will help to revive the position of Ukraine and the market of international and national maritime transport.
