Розвиток цифрових технологій у митній справі України: сучасний стан та перспективи

Abstract

У статті досліджено сучасний стан та перспективи розвитку цифрових технологій у митній справі України. Проаналізовано нормативно-правові, інституційні та технологічні засади цифрової трансформації митної системи, зокрема впровадження електронного декларування, автоматизованих систем управління ризиками, механізму «єдиного вікна», технологій блокчейн, Інтернету речей (IoT) та інтелектуальної аналітики даних. Визначено ключові переваги цифровізації, серед яких - підвищення прозорості та швидкості митних процедур, скорочення адміністративного навантаження, зменшення корупційних ризиків та зміцнення безпеки зовнішньоекономічної діяльності. Окреслено основні проблеми, що стримують розвиток цифрових рішень у митній сфері, зокрема недостатній рівень технічної інфраструктури, потребу у підвищенні цифрових компетентностей працівників митних органів та загрози кібербезпеці. Запропоновано перспективні напрями подальшої цифрової трансформації, серед яких - інтеграція з європейським та світовим цифровим середовищем, розширення застосування штучного інтелекту, автоматизованих аналітичних систем та інноваційних сервісів, орієнтованих на бізнес і громадян. Результати дослідження можуть бути використані для формування стратегій цифрового розвитку митних органів України в контексті глобальної цифрової економіки. The article examines the current state and prospects for the development of digital technologies in Ukraine’s customs sector. It analyzes the regulatory, institutional, and technological foundations of the digital transformation of the customs system, in particular the implementation of electronic declaration, automated risk management systems, the “single window” mechanism, blockchain technologies, the Internet of Things (IoT), and intelligent data analytics. The key benefits of digitalization are identified, including increased transparency and speed of customs procedures, reduced administrative burden, lower corruption risks, and enhanced security of foreign economic activity. The main challenges hindering the development of digital solutions in the customs sphere are outlined, such as insufficient technical infrastructure, the need to improve the digital competencies of customs officers, and cybersecurity threats. Promising directions for further digital transformation are proposed, including integration with the European and global digital environment, expanded use of artificial intelligence, automated analytical systems, and innovative services focused on businesses and citizens. The results of the study can be used to shape strategies for the digital development of Ukraine’s customs authorities in the context of the global digital economy.
