The global economy is undergoing rapid transformation driven by intensifying technological dynamism. Small and medium-sized enterprises (SMEs) seek effective strategies to enhance their international competitiveness in an increasingly uncertain environment. This paper presents a conceptual framework for managing SME competitiveness through a cluster-based approach, highlighting how clusters can serve as "operators" of global integration and innovation.
