Розвиток цифрової економіки та інституційні реформи України: макроекономічний аспект

Abstract

У статті розглянуто роль держави в формуванні та розвитку цифрової економки, проблеми які перешкоджають розвитку цифрової економіки на сучасному етапі. Проаналізовано вплив та значущість даних, які впливають на економічне зростання країни та розвиток цифрової економіки. Також розглянуто, що на сучасному етапі насамперед для формування та розвитку цифрової економіки необхідно створювати: законодавчі основи функціонування цифрової економіки, врегулювання функціонування головних інститутів цифрової економіки, усунення правових обмежень для розвитку цифрової економіки в бізнесі та нових галузях.The aim of the article is to study the digital economy, institutional reforms in Ukraine that create conditions for functioning and development of the digital economy. It also considers the role of the state in the formation and development of the digital economy, the problems that prevent the development of the digital economy at the present stage. The article analyzes the impact and significance of data that affect the economic growth of the country and the development of the digital economy. It is also considered that at the present stage, first of all, for the formation and development of the digital economy it is necessary to create: legislative basis, regulation of the main institutions, elimination of legal restrictions for the digital economy in business and new industries. This article also analyzes and reveals a number of problems that prevent the full development of transformation of the Ukrainian economy into digital. Firstly, these are institutional factors: nonsignificant participation of the government in the implementation and enforcement of the Concept of digital economy and society; imperfection of legislation and its inconsistency with modern trends in the development of economy. Secondly, infrastructural factors indicate that there is unequal access of citizens to digital technologies. There are investment and innovation factors: weak government policy on incentives for the development of innovative economy. There are also some drawbacks in the field of e- government ("state in a smartphone") such as low level of digitalization of public services due to weak motivation of the government. The article considers the importance and impact of data on the development of Ukraine's digital economy. Since the emergence of new products and services and economic growth without data is impossible.
