Формування доходів бюджетів територіальних громад Харківської області в умовах воєнного стану

Abstract

Розкрито механізм та особливості формування доходів бюджетів територіальних громад. Проведено аналіз складу та структури надходжень до бюджетів міських територіальних громад Харківської області за 2021-2023 роки. Досліджено ключові чинники впливу на формування дохідної бази бюджетів територіальних громад. Визначено роль місцевих податків і зборів у забезпеченні фінансової автономії громад. Здійснено оцінку міжбюджетних трансфертів та субвенцій у системі доходів територіальних громад. Виявлено основні проблеми та недоліки здійснення фінансового забезпечення територіальних громад. Визначено перспективи розвитку системи формування доходів бюджетів територіальних громад. Надано рекомендації щодо підвищення дохідної бази бюджетів територіальних громад, зокрема вдосконалення системи управління фінансовими ресурсами, посилення податкового потенціалу громад і оптимізація використання державної фінансової підтримки.

The mechanism and features of the formation of revenues of territorial community budgets are revealed. The composition and structure of revenues to the budgets of urban territorial communities of the Kharkiv region for 2021-2023 are analyzed. The key factors influencing the formation of the revenue base of territorial community budgets are studied. The main problems and shortcomings of financial provision of territorial communities have been identified. The role and significance of local taxes and fees in ensuring the financial independence of communities are determined. An assessment of inter-budgetary transfers and subventions in the revenue system of territorial communities is carried out. The study demonstrates that under martial law, local budget revenue indicators have significantly transformed, and territorial communities have faced new extraordinary challenges that require a review of the methods and means of generating financial resources. The study raised the issue of challenges faced by community budgets: limited financial resources, significant dependence on state transfers, and uneven distribution of income between communities. The importance of cooperation between local authorities, central government bodies, and international partners to attract additional resources and support affected communities is proven. Prospects for developing the system for generating revenue part of territorial community budgets are determined. Recommendations are provided to increase the revenue base of territorial communities' budgets, in particular, improving the financial resources management system, strengthening the tax potential of communities, and optimizing the use of state financial support. It is also necessary to pay attention to the importance of developing the infrastructure of territorial communities as the basis for the economic growth of local territories and attracting investments, which will to the creation of new jobs and increased tax revenues. It is established that adapting the financial management system to martial law conditions requires a holistic approach based on implementing specialized strategies to ensure the stability of the functioning of territorial communities and the rational use of their resources.
