Аналіз та пропозиції щодо захисту цивільного населення під час війни

Abstract

Україна з 2014 року виборює свою незалежність зі зброєю в руках. З лютого 2023 року ця боротьба перейшла у новий формат, який визначається відкритою агресією росії проти України, постійними бомбардуваннями та обстрілами її територій. Під час цих обстрілів гинуть та травмуються мирні люди і насамперед цивільне населення, зокрема жінки та діти. Проведено аналіз готовності до таких подій держави та населення, підготовка притулків та транспорту для евакуації, показує, що вони були не готові. Більшість сховищ і укриттів перебували в покинутому і непридатному для знаходження в них живих людей. До якогось часу цим питанням займалося МНС і проводила періодичні перевірки стану сховищ на підприємствах, але десь із 2018 року і вони перестали це робити. Місцева влада також не дуже турбувалася про те, куди ховатимуться люди під час обстрілів міст, селищ та населених пунктів. Внаслідок цього велика кількість людей постраждала і продовжує страждати від неможливості захистити себе та своїх родичів від обстрілів, тих хто залишився на території України та вірить у перемогу ЗСУ. У цій статті проаналізувано існуючи у світі підходи до захисту населення від обстрілів та бомбардувань на прикладі досвіду 2 світової війни та країн, де війна є щоденною подією вже багато років (Ізраїль). Розглянуто новий проєкт, який вносено народними депутатами України. Закон України «Про внесення змін до деяких законодавчих актів України щодо посилення безпекових заходів під час планування будівництва житлових будинків». Запропановано підходи щодо проєктування та розміщення у квартирах сховищ типу Моріссона, із урахуванням напряму обстрілів та можливих вибухів. Також звернуто увагу на якість виробів сховищ у квартирах, від надійності яких залежать життя людей. Показано, що необхідно робити наукові розрахунки щодо вибору матеріалів, міцності та надійності конструкцій, які забезпечують безпеку цивільного населення під час війни.Since 2014, Ukraine has been fighting for its independence with weapons in hand. Since February 2023, this struggle has moved into a new format which is defined by Russia's open aggression against Ukraine, constant bombing and shelling of its territories. Civilians, primarily civilians, including women and children, are killed and injured during these shellings. An analysis of the readiness of the state and population for such events, preparation of shelter facilities and transport for evacuation shows that they were not ready. Most shelters and shelters were abandoned and unfit for human habitation. For some time, the Ministry of Emergency Situations dealt with this issue and carried out periodic inspections of the condition of warehouses at enterprises but sometime in 2018 it was stopped. The local authorities were also not very concerned about where people would hide during the shelling of cities, towns and villages. As a result, a large number of people who remained on the territory of Ukraine and believe in the victory of the Armed Forces of Ukraine suffered and are suffering from the inability to protect themselves and their relatives from shelling. The article analyzes the world's existing approaches to protecting the population from shelling and bombing using the example of the experience of the Second World War and countries where war has been a daily occurrence for many years (Israel). A new project submitted by people's deputies of Ukraine was considered. The Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Regarding Strengthening Security Measures During the Planning of Construction of Residential Buildings." Approaches to the design and placement of Morrison-type warehouses in apartments are proposed, taking into account the direction of fire and possible explosions. Attention was also paid to the quality of product shelter in apartments, the reliability of which depends on people's lives. The necessity of carrying out scientific calculations regarding the choice of materials, strength and reliability of structures that ensure the safety of the civilian population during the war is shown.
