Abstract

In the article there are considered some of the possible ways of improvement of the administrative and legal methods of state-management mechanism in order to influence the election of the higher educational establishment's head. The place and role of the state in the implementation of personnel policy of higher educational institution was clarified. Furthermore, in the article explains the need to reduce the impact of the student government towards addressing the staffing issues by the holder of higher education. This article contains suggestions for improving the efficiency of state regulation of higher education through the change of competence of public administration in the process of election and assignment of the head of the higher educational establishment.
