Abstract

Urban transport systems play a critical role in ensuring societal stability and continuity of essential services, especially under martial law conditions. The functioning of transport infrastructure is significantly challenged by security threats, resource shortages, and damage to key facilities, requiring adaptive and flexible management approaches. Effective organization of urban transport relies on crisis-response strategies, prioritization of critical routes, diversification of transport modes, and the use of digital monitoring systems. Despite severe constraints, the implementation of coordinated management and innovative solutions can enhance resilience and support the sustainable recovery of urban transport systems.
