Integrated assessment of enterprise development level as a basis for strategic management in the dairy industry

Abstract

This article substantiates the need for a comprehensive, integral approach to assessing the development level of dairy industry enterprises in the context of increased environmental volatility. Traditional diagnostic tools, which often focus on isolated financial or operational indicators, fail to capture the multidimensional nature of enterprise development. In response to this limitation, the study introduces a four-component model for assessment, consisting of financial, market, production-cost, and innovation-intellectual dimensions. An expert survey involving 23 professionals from the dairy sector was conducted to identify the most relevant indicators for each component. The selected indicators were ranked based on the level of expert support, and a point-based normalization system was developed to standardize evaluation across indicators with varying scales and directions of impact. This scoring system, built on a three-level scale (optimal, neutral, critical), ensures comparability, objectivity, and transparency in analysis. Weight coefficients for each component were established using expert evaluation and verified via the concordance coefficient, indicating a high level of agreement among respondents. Based on these findings, the article proposes a classification of development levels (critical, low, medium, high), using fixed thresholds to support strategic analysis and managerial decision-making. The methodological model presented incorporates industry-specific factors such as automation level, energy intensity, quality assurance, innovation cost share, and production process efficiency. This makes the approach highly applicable in practical settings, where decision-makers require tailored, data-driven insights for performance monitoring, investment planning, and strategic development. The proposed integral assessment model not only serves diagnostic purposes but also forms the analytical foundation for forward-looking strategizing. It allows businesses to track performance trends, benchmark against peers, and identify reas requiring transformation or support. By moving beyond fragmented evaluations, his approach facilitates a structured, evidence-based understanding of enterprise growth potential under changing economic and operational conditions. У статті обґрунтовано необхідність інтегрального підходу до оцінювання рівня розвитку підприємств молочної промисловості в умовах зростаючої турбулентності зовнішнього середовища. Визначено, що на сучасному етапі класичні підходи до діагностики обмежуються окремими аспектами (фінансовими, виробничими, ринковими), що не дозволяє адекватно відобразити комплексний характер розвитку підприємства. Запропоновано чотирикомпонентну модель оцінювання, яка охоплює фінансову, ринкову, виробничо-витратну та інноваційно-інтелектуальну складові. На основі експертного опитування 23 фахівців галузі визначено релевантні індикатори для кожної з компонент та побудовано рейтинг підтримки показників. Розроблено систему нормалізації за трибальною шкалою з урахуванням впливу індикаторів на розвиток, що дозволяє уніфікувати розрахунки та порівняння між підприємствами. Визначено вагові коефіцієнти компонентів інтегральної оцінки за допомогою експертного методу та перевірено їхню узгодженість через коефіцієнт конкордації. Здійснено класифікацію рівнів розвитку підприємств (критичний, низький, середній, високий) з визначенням відповідних порогових значень. Представлено методичне забезпечення оцінювання у вигляді системної моделі, яка враховує галузеву специфіку молочного виробництва: енергоємність, стабільність постачання сировини, рівень автоматизації, частку інноваційних витрат тощо. Такий підхід дозволяє перейти від фрагментарної оцінки до комплексної діагностики з елементами стратегічного аналізу. Запропонована методика може використовуватися у практичній діяльності для рейтингування підприємств, розробки планів розвитку, оцінювання інвестиційної привабливості та моніторингу ефективності трансформаційних процесів у галузі.
