Abstract

This article contains the analysis of the problems of the local budgets functioning, which are causing the need for reform in local budgets and intergovernmental relations. Ways and proposals for strengthening the financial capacity of the local government, increasing efficiency and boosting the influence of local budget formation on social and economic development of territories and welfare of the Ukrainian citizens, are examined.
