Abstract

The publication gives the findings of the validation content analysis as personnel technology. There was decided the place and role of certification within the public-administrative influence on the development of human resource capacity of higher education. There was considered the content of regulations regarding certification of teaching staff with simultaneous determination of basic contradictions that affect its efficiency. The article concludes on areas of improvement and development of content of institutional basis to improve the efficiency of the certification of the teaching staff in higher education.
