Abstract

The latest developments demonstrated that the exercise of human and civil rights can take place under different scenarios, which are constantly specified by the states due to the COVID-19 spreading. These measures of state policy are significant for the formation of the country’s level of migration and citizens’ well-being, the condition of educational process, etc. All of this indicates the topicality of this research study. The paper objective is to carry out an overall study of Ukraine’s state policy concerning the formation and the use of social potential under the conditions of COVID-19 spreading. Under the conditions of uncertainty of the global socio-economic crisis and the development of the COVID-19 pandemic, it is difficult to precisely estimate their consequences for migration and education as regards the formation and use of social potential. However, some consequences at the international and all-Ukrainian levels have already started to show up quite clearly. The development of European integration partnership in the field of migration will in the short term definitely acquire more pragmatic lines, but migration flows will resume after, probably, changing their form. In our opinion, the following developments are possible: the quantity of shadow employment will increase; human rights and labour protection standards will be observed less; the level of human trafficking will grow, etc. It is difficult to assess the negative consequences of these changes so far. However, in Ukraine, in the medium term (3–4 years), it is possible to expect the following scenarios to be real, as they directly depend on the socio-economic measures of the state policy taken by the government in the short term: 1) optimistic; 2) pessimistic. The optimistic and pessimistic scenarios of Ukraine’s state policy as regards the formation and implementation of social potential under the conditions of COVID-19 spreading were defined. The measures taken in the fields of education and migration under the optimistic scenario were grounded. They stipulate the focus of attention on the demand in and training of innovation professions specialists and skilled labour, the provision of relevant knowledge, including distantly, the support of small and medium business, etc. The paradigm nature of migration processes, which requires the use of synergetic approach was proved. It is intended to provide the transformation of negative tendencies in the field of migration, which may intensify under the pessimistic scenario.
