Особливості пам'яткоохоронних процесів на території Харківщини (1991 – початок 2000-х рр.)

Abstract

У статті висвітлено розвиток практичних аспектів пам’яткоохоронної справи на території Харківського регіону у перші роки відновлення незалежності України, а також на сучасному етапі. Приділено увагу сучасним, діючим нормативно-правовим засадам у сфері охорони пам’яток історії та культури. Акцентовано увагу на створенні та функціонуванні державних і наукових організацій, а також статусі системи охорони культурної спадщини. Коротко розглянуто основні аспекти діяльності Українського товариства охорони пам’яток історії та культури, яке було важливою частиною пам’яткоохоронних процесів Харківського регіону. Звернено увагу на часткову реорганізацію та розширення мережі відокремлених підрозділів товариства. Приділено увагу загальнодержавному енциклопедичному проекту «Звід пам’яток історії та культури України», спрямованого на вивчення та збір інформації про об’єкти нерухомої культурної спадщини. Коротко охарактеризовано практичну діяльність робочої групи, що працює над виданням, яке присвячене пам’яткам Харківської області. Окреслено роль наукових установ та закладів вищої освіти у дослідженні об’єктів культурної спадщини, які є важливим інструментом виконання практичних завдань з виявлення, обліку та паспортизації пам’яток. Проаналізувавши динаміку розбудови пам’яткоохоронної діяльності на території Харківщини було визначено, що дослідження сучасного періоду важливе для визначення помилок і здобутків фахівців окресленого хронологічного проміжку часу, зокрема для створення єдиного дослідження з історії пам’яткоохоронної справи, а також для подальшої послідовної реалізації новітніх заходів щодо вдосконалення профільного пам’яткоохоронного законодавства. Розглянувши основні практики реалізації пам’яткоохоронної діяльності на Харківщині, виокремлено 2 основні етапи, які дозволили сформувати та окреслити основні науково-теоретичні та практичні засади періоду сучасної системи охорони культурної спадщини.The article highlights the development of practical aspects of monument protection in the territory of the Kharkiv region in the first years of the restoration of Ukraine's independence, as well as at the current stage. Attention is paid to the modern, current regulatory and legal principles in the field of protection of historical and cultural monuments. Attention is focused on the creation and functioning of state and scientific organizations, as well as the status of the cultural heritage protection system. The main aspects of the activity of the Ukrainian Society for the Protection of Historical and Cultural Monuments, which was an important part of the monument protection processes of the Kharkiv region, are briefly considered. Attention was paid to the partial reorganization and expansion of the network of separate divisions of the company. Attention was paid to the national encyclopedic project "Collection of Monuments of the History and Culture of Ukraine", aimed at studying and collecting information about objects of immovable cultural heritage. The practical activity of the working group working on the publication dedicated to the sights of the Kharkiv region is briefly described. The role of scientific institutions and institutions of higher education in the study of cultural heritage objects, which are an important tool for performing practical tasks of identifying, accounting and passporting cultural heritage objects, is outlined. Having analyzed the dynamics of the development of monument protection activities on the territory of Kharkiv region, it was determined that the study of the modern period is important for determining the mistakes and achievements of specialists of the outlined chronological period of time, in particular for the creation of a single study on the history of monument protection, as well as for the further consistent implementation of the latest measures regarding improvement of specific monument protection legislation. Having considered the main practices of the implementation of monument protection activities in the Kharkiv region, 2 main stages were distinguished, which made it possible to form and outline the main scientific, theoretical and practical foundations of the period of the modern system of cultural heritage protection.
