Комплексне застосування механізмів державного управління професійно-технічною освітою

Abstract

Доведено, що проблематика змісту та практики використання механізмів державного управління освітою завжди знаходиться у колі наукових інтересів вітчизняних і зарубіжних дослідників. Серед питань, на які слід звернути увагу, є питання комплексного застосування механізмів державного управління професійно-технічною освітою (ПТО). Обґрунтування ефективності комплексного застосування механізмів державного управління ПТО є метою нашого дослідження. Доведено, що комплексний механізм державного управління ПТО може складатися з таких видів механізмів за функціональним призначенням: нормативно-правового, фінансово-економічного, кадрово-мотиваційного, організаційного, які, об'єднуючись в систему засобів правового, фінансового, мотиваційного характеру, мають використовуватись у комплексі. Визначено правовий механізм державного управління як систему правових засобів, за допомогою яких забезпечується нормативність суспільних відносин, і що законодавство є основним інструментом впливу на систему ПТО.It has been proved that the problematics of content and practices of applying mechanisms of education’s state management has always remained within the circle of scientific interest of both native and foreign researchers. Among the issues to be addressed to is that of comprehensive application of vocation-and-technical training’s state management mechanisms. The substantiation of efficiency in comprehensive application of vocation-andtechnical training’s (VTT) state management mechanisms is the goal of our research. It has been proved that the comprehensive mechanism of VTT’s state management can be composed of the following kinds of mechanisms by functional designation: normative-legal, financial-economic, personnel-motivational, organizing, which when combined into the system of means of legal, financial, motivational character are to be used as a complex. There has been determined the state management legal mechanism as a system of legal means through which normatively of social relations is ensured], and which is legislatively the main instrument of influencing the VTT system. It has been noted that for VTT’s efficient functioning in Ukraine, of great importance is the problem of its normative-legal base improvement, and that the application of normative-legal mechanism of VTT’s state management is needed. It has been proved that the most optimal way of financing VTT facilities is the mixed financing through the means of state budget, local authorities, employers, investors, trainees, and so on and that only in cooperation with regional authorities, production, and business are VTT institutions capable of ensuring a qualified worker’s training. The leading role of financial-economic mechanism of VTT’s state management in this process has been substantiated.
