Від квітня 2021 року кафедра має назву "Соціологія і публічне управління", попередня назва – кафедра "Соціологія і політологія" (від вересня 1992 року), первісна – кафедра наукового комунізму (заснована в 1964 році).
Кафедра входить до складу Навчально-наукового інституту соціально-гуманітарних технологій Національного технічного університету "Харківський політехнічний інститут".
У складі науково-педагогічного колективу кафедри працюють: 3 доктора соціологічних наук, 3 доктора наук з державного управління, 2 кандидата соціологічних, 1 – філософських наук; 4 співробітника мають звання професора, 5 – доцента.

Публікація Ecological innovations in shaping sustainable governance policies(Klaipeda University, 2024) Kruhlov, Vitalii; Moroz, Volodymyr; Tereshchenko, DinaEnvironmental innovations, proposing resource-efficient technological solutions, are gaining increasing significance as factors in the transition to sustainable development based on efficient governance models. The study explores the concept of environmental innovations and sustainable governance, setting important sustainable development goals and stricter environmental standards. The correlation between environmental indicators of European countries and the quality of governance is examined through comprehensive indices and sociological surveys. The results confirm a moderate positive correlation, indicating the capabilities of capable state institutions to achieve further progress in ensuring sustainable development indicators, albeit with certain regional variations. To overcome existing challenges, there is a need to shape a comprehensive state policy that encompasses regulatory incentives and market mechanisms throughout the innovation cycle. The proposed measures aim to stimulate demand for ‘green’ technologies, reduce risks for private investment, and create favourable innovative systems. Therefore, the strategic integration of innovations can guide governance reforms towards ensuring sustainable, inclusive and environmentally friendly development.Публікація Revitalizing ukrainian cities: the role of public-private partnerships in smart urban development(University of Ljubljana, 2024) Kruhlov, Vitalii; Dvorak, Jaroslav; Moroz, Volodymyr; Tereshchenko, DinaPurpose: The article examines the role of public-private partnership (PPP) as a key tool for urban infrastructure restoration and the development of Ukrainian cities within the framework of the Smart City concept. It under scores the urgent need for effective mechanisms to restore urban infrastructure, especially in light of the challenges associated with the Russian military aggression and the resulting destruction in Ukrainian cities. The study explores key aspects of smart cities development, including the integration of digital technologies, the use of data, and innovative business models aimed at optimizing city functions. Design/Methodology/Approach: The research employs a multi-stage methodological approach, encompassing elements such as gauging urban population satisfaction with municipal services, graphical analysis using CIMI, assessing the relevance of revitalizing Ukrainian cities and the need for mobilizing business resources, sociological surveys, developing a Smart City model based on PPP project outcomes, and formulating key elements of the national Smart City development strategy. Findings: Emphasizing the importance of strategic planning and cooperation between public and private sectors, the study demonstrates the ad vantages offered by PPP-based projects. The obtained results highlight the pivotal role of PPPs in promoting urban development initiatives based on the Smart City concept. The study emphasises the potential of PPPs in shaping stable and prosperous smart cities in Ukraine. Through effective PPP utilisation, local governments can restore urban infrastructure, improve service quality, and enhance the quality of life for their citizens. Practical Implications: The research results can serve as the basis for strategic planning and investment in infrastructure projects necessary for the creation of a smart city. The envisioned strategy will allow for the improvement of legislative acts covering a wide range of aspects of smart cities development while promoting collaboration between public and private entities. This includes bolstering the transportation system, deploying digital technologies, modernizing social institutions, and enhancing the efficiency of urban resource management. Originality/Value: The originality and value of the study lie in its multifaceted approach to assessing and promoting the Smart City concept in Ukrainian urban development. It combines various research methods, including satisfaction assessments, CIMI-based graphical analyses, socio logical surveys, and the development of a Smart City model based on PPP project results. This involves the formulation of an innovative conceptualization of public administration in the healthcare sector and the enhancement of mechanisms facilitating human resource development in alignment with international norms and standards. The objective of this investigation is to furnish a comprehensive analysis of the mechanisms governing the public administration of human resources development in the healthcare sector in Ukraine. The study employed general scientifi methods of cognition, including logical and structural analysis, comparison, abstraction, induction and deduction, specifiation, generalization, and formalization. The paper delineates the theoretical underpinnings of the state administrative policy regarding staffi within the medical domain and elucidates current trends in its evolution. The investigation has cultivated the conviction that the enhancement of human resource management in the healthcare sector constitutes a primary focus for the transformation of the national medical system. The study affis that human resources serve as the foundational element for resource provision within the examined industry. It is established that the presence of personnel, coupled with their appropriate qualifiations and distribution system, delineates the requisite standard for the delivery of medical services. The primary factors inflencing the formation and execution of state personnel policy are identifid. The imperative for the high-quality professional training of specialists within the industry is substantiated. Throughout the investigation, it was determined that strategic alterations in the paradigm of public health management serve as a prerequisite for enhancing the overall level of health and well-being among the population. The primary trajectories for the establishment of state policy in the domain of medical care in Ukraine in the future have been delineated. Smart cities take on the characteristics of innovative, competitive and attractive megalopolises, which is strategically important for residents and investors. The aim of the article was to identify the current state and current issues of the Smart City concept implementation in Ukraine in the context of the experience of developed countries. The main methodological tools included the observation, statistical and comparative analysis. The study found that the effctive development of digital transformation of territorial units in Ukraine requires focusing on certain factors during the implementation of the Smart City concept. Such factors conditionally include: technology-based infrastructure; environmental comments; constructive level of public transport; progressive city plans; opportunities for citizens to use appropriate resources. It was found reasonable to introduce infrastructural development of smart cities in Ukraine as a foundation of digital transformation of territorial units. Smart Infrastructural Development of Smart Cities as the Background of Digital Transformation of Territorial Units Cities were substantiated as an important tool for effctive prevention and control of the pandemic without the introduction of restriction policies. A comparative analysis of the practice of Ukraine and developed countries in the implementation of infrastructural development of Smart Cities is a promising area of further research.Публікація Development of a method for selected financing of scientific and educational institutions through targeted capital investment in the development of innovative technologies(Технологічний центр, 2021) Levchenko, Iaroslava; Dmytriieva, Oksana; Shevchenko, Inna; Britchenko, Igor; Kruhlov, Vitalii; Avanesova, Nina; Kudriavtseva, Oksana; Solodovnik, OlesiaThe problem of supporting scientific and educational institutions is considered. A method of selective financing of scientific and educational institutions that create innovative technologies taking into account their investment in innovative developments is proposed. On the basis of statistical data on the indicators for assessing the activities of scientific and educational institutions and the indicator of the innovative potential of a scientific and educational institution from the production of innovations (PNn), their rating was calculated. The essence of PNn is to compare the indicators of the volumes of income of the special fund Dsfn and the volume of expenditures of the scientific and educational institution Vn. In order to stimulate scientific and educational institutions to create innovative technologies, it was proposed to introduce targeted investments. The problem of quantifying the rate of premium on the basis of an integrated approach in terms of indicators of innovative potential from the production of innovations and the rating of a scientific and educational institution for 2 institutions (namely: K and H) has been solved. Institution K will receive a large increase, and institution N will receive a smaller increase, the value of which will be 56.23 % and 43.76 %, respectively. The results showed the independence of the indicator of the innovative potential of a scientific and educational institution from the production of innovations from the previous rating of a scientific and educational institution, or vice versa. The proposed methodology has been tested by an experimental method, targeted investments have been determined based on an integrated approach in terms of indicators of innovative potential and the rating of a scientific and educational institution. This study is of practical interest to government authorities and grantors when allocating funds according to the vector of selective financing of scientific and educational institutions through targeted investments in the development of innovative technologies, and theoretically – to researchers dealing with issues of financial security, protectionism and public administration.
